A certificate from the military registration and enlistment office for a passport is required for young adults under 27 years of age to confirm with the migration service that their military status allows them to leave the Russian Federation. It is necessary if the citizen does not have a military ID. In the absence of both of these documents, not only administrative, but also criminal liability may arise.

What is a military ID for?

A military ID is a military registration document that reflects the attitude of a citizen to military service. Issued to persons enrolled in the reserve and military personnel. For those who serve in the army, it is a document confirming his identity.

You may need it in the following cases:

  • When employed under a formal contract;
  • When applying to law enforcement and security structures;
  • Upon obtaining a license to drive a vehicle;
  • To obtain a seal confirming permanent or temporary registration;
  • To quickly obtain the information required to obtain a weapon license;
  • To simplify the procedure when applying for a loan;
  • For registration at the Wedding Palace;
  • To receive postal items;
  • When collecting a set of documents for obtaining a passport, if a citizen has reached the age of majority, but his age is still did not exceed 27 years.

The military ID should reflect the attitude towards serving in the army: the FMS is looking to ensure that there is no deviation from service. Persons without a ticket can obtain a passport:

  • Recognized as unfit for service;
  • Who pass as candidates for government bodies;
  • If the conscript has 2 or more children.

At the end of the draft age, a military ID is not required to be presented when applying for a passport. The Migration Service may request information about how the conscription period went and whether there were any violations.

If such a situation is revealed, the man is charged with a crime under Article 328. The statute of limitations for such crimes is 2 years, that is, after the age of 29, the person is not entitled to impute this offense.

Help 32 (Appendix No. 2)

For persons of draft age who did not serve in the army, there is also a second document - a certificate of form 32. This is a document confirming that at the time of issuing a foreign passport, a man is not called up for service.

Despite the fact that many out of habit call this paper "Certificate of Form 32", according to the current documentation it has the name "Appendix No. 2".

  • Received a temporary release from service;
  • There is a non-conscription period of time.

There are several categories of people who need this help:

  • Persons of military age who are in reserve;
  • Guys with an official draft deferment;
  • Minors who will soon be 18 years old;
  • Citizens who have turned 18 years, they have no deferrals, no military ID, but the conscription period has not yet begun.

How to get a

The first three categories will have no difficulty in obtaining this certificate. They just come to the military registration and enlistment office, and they are given it. The only thing will be better and faster if the time is chosen for this procedure. from January 1 to March 31 and from September 1 to 30, i.e. inter-conscription period.

Difficulties may arise for that category of citizens who do not have a grace period, and they have not been sent to the reserve, but at the time of the appeal the conscription period is not in progress. For example, they refuse to extradite, offering to go through a medical commission, upon completion of which a decision will be made.

In fact, this is done with the aim of subjecting the citizen to service. But according to the law of the Russian Federation, if the decision of the draft board is not made, he is obliged to issue a certificate.

If this process is delayed, you need to write a statement addressed to the commissioner, in which you should set out your requirements, come to the commissariat and give the paper to the office. An answer should come in 10 days. If the answer is negative, then the issue is resolved in court, if yes, then you can go get a certificate.

Days and time of reception of citizens on the issue of obtaining a certificate

Like all government agencies, military registration and enlistment offices receive citizens daily from Monday to Friday (except for holidays) from 8 to 17 hours... But still, before going for help, you should ask the local military registration and enlistment office for the opening hours on this issue.
