Is it allowed to fly in the Russian Federation with a passport: as the law states

According to the Decree of the President of the Russian Federation No. 232 dated 03.13.1997, the passport of a citizen of the Russian Federation certifies the identity in our country. In other words, if a passenger intends to submit a passport to the registrar upon departure, he must notify the air carrier in advance. You can't do that at the last minute.

Although an international passport is not the main document proving the identity of citizens of the Russian Federation, there are no legal obstacles to using it to purchase air tickets and confirm registration for a flight at airports on local airlines.
