New law on obtaining a residence permit for citizens of Ukraine

To live legally on the territory of the Russian Federation, any Ukrainian must first make a temporary registration (GRP). And only after a year of stay in the country, he can apply for a residence permit. To do this, you need to prepare documents and familiarize yourself with the filing rules.

List of documents

Citizens of Ukraine who have received a residence permit in the Russian Federation are protected by law and have the right to:

  • Receiving a Russian pension and education;
  • Registration of medical insurance;
  • Labor activity on the territory of the country;
  • Entrepreneurship.

And most importantly, a Ukrainian who has received a residence permit has the right to become a full-fledged citizen of Russia after the expiration of the period established by law.

Documents for a residence permit in Russia for Ukrainians in 2021:

  1. Identity card (passport or any other document that confirms the identity and is recognized by the Russian Federation);
  2. 4 photos in size 3.5 * 4.5. It can be both color photos and black and white, but of good quality;
  3. Application in the form established by Appendix No. 1 to the Regulations. It can be submitted in both written and electronic form. You can view a sample form at the migration service office, as well as on their website. You need to fill out the application in two copies;
  4. A document confirming stable earnings or a certificate of incapacity for work (bank statement, pension certificate, etc.). Income must not be lower than the subsistence level.

Declaration 3-NDFL Income from which taxes are paid. This includes business activities. The form for filling can be taken from the tax office. After filling out the document, it is sent for verification to the fiscal service.
ContributionsBank statements. It can also be personal savings. The bank issues the certificate. The document must confirm that the citizen has legitimate sources of income.

In addition, you will need:

  • Medical certificate confirming the absence of dangerous diseases. A document from a narcologist confirming the absence of drug addiction. The medical commission is held at the place of residence. After a full examination of doctors and the delivery of tests, a certificate of health is issued;
  • Certificate of residence with GRP for at least one year. It contains information about the person himself, about the composition of his family and the period of validity of the temporary registration. All seals must be present in the certificate, otherwise it will not be considered valid.

  1. A certificate of the availability of real estate. The document can be obtained by contacting Rosreestr or the cadastral registration chambers. It is also possible to use Internet services and go to the official website of Rosreestr or State Services;
  2. A certificate confirming knowledge of the Russian language, the history of Russia and the basics of the country's legislation. Official testing centers have been opened in the Russian Federation. Migrants need to pass a 5-part exam: presentation, grammar, reading, speaking, listening. The certificate is issued as soon as the state fee is paid. There is a nuance in this issue: if a citizen of Ukraine received an education on the territory of a country that was part of the USSR before its collapse, it is enough for him to present a diploma from an educational institution. Also, a document on education or advanced training obtained on the territory of the Russian Federation after 09/01/1991 is considered valid.

A certificate is not required from:

  • Persons of retirement age;
  • Immigrants - participants in the state resettlement program;
  • Highly qualified specialists.

Submission rules: how, where and in what time frame

An application for a residence permit is accepted only if there is a GRP. To do this, with all the documents you need to contact the local department of the GUFM of the Ministry of Internal Affairs.

You can also sign up for its submission through the Internet resources, on the official website. Among the list of services it is necessary to find the “Appointment” tab, fill out a special form, select the date and time of the appointment. You should come to the meeting in advance. In case of delay, the entry will be automatically canceled.

The procedure for obtaining a residence permit can take from 2 to 6 months... Therefore, the application must be submitted no later than six months before the end of the temporary registration.

The cost of the state duty in 2021 is 3500 rubles.

Features for citizens of the DPR and LPR

For persons who are citizens of the DPR and LPR, the same conditions for obtaining a residence permit remain as for Ukrainians. They must provide the entire list of required documents.

Exception: citizens are entitled to benefits when paying state fees and for the provision of certain services.
