A citizen's reaching the age of 45 years obliges him to replace his passport as the main identity document. A written request to the migration authorities, which reflects the actual data about the person, is the basis for the implementation of the procedure for reissuing the form. A month is given for filing an application, after which the old document loses its legal force.
What the law says about the replacement of passports
Decree of the Government of the Russian Federation of July 8, 1997 No. 128 is one of the main regulatory documents declaring provisions on a passport, the format of the form, the grounds for its issuance and replacement to citizens. In accordance with legislative norms, when a citizen reaches the age of 45, his personal internal passport must be replaced.
The administrative regulations of the Ministry of Internal Affairs (Order of the Ministry of Internal Affairs of the Russian Federation of November 13, 2017 No. 851) declares the procedure for reissuing an identity document. According to the legislative regulations, the personal appeal of a citizen is the basis for changing the passport, and such an application must be submitted in 30 days after the date of the onset of 45 years of age.
Article 19.5 of the Code of Administrative Offenses of the Russian Federation establishes administrative liability in the form of a fine for persons who have overdue the time frame for submitting requests to change their passport. Untimely appeal to the passport office is fraught for a citizen not only with a delay in the identity card, but also with financial sanctions in the amount of 2.5-5 thousand rubles (depending on the region).
Unlike the form of a document issued at an earlier age (14, 20 years), the main identity card is issued to 45-year-old citizens on an indefinite basis.

Personal data
The first item of information is the citizen's personal data: last name, first name and his patronymic (indicated in the nominative case in separate columns). Marital status data
In the appropriate column, the citizen indicates his marital status:

Those who are in an official marriage must reflect information about the spouses (name and date of birth of the husband / wife), indicate the date of the marriage, as well as the name of the registry office that registered it.
Information about parents
An application for the reissue of a passport involves the submission of information about the parents of the applicant: the migration authorities require the full names of the mother and father to be indicated.
Address coordinates and citizenship data
Obligatory for filling - fields with detailed indication of registration coordinates and actual place of residence. You should also indicate the current contact information: phone number, e-mail address.

Reasons for replacing a document

Old form data
Change of passport obliges the citizen to submit his old form of identity card to the migration office. The application for the replacement of a document shall indicate its type, series and number, date and issuing authority. All the stated information is endorsed by the personal signature of the applicant - the future owner of the new passport in the presence of an inspector of the migration service.
Blocks of information related to the verification of the old form and its destruction, decisions on the issuance of a new document are filled in by authorized inspectors of the territorial body of the GUVM. The accepted application for the replacement of the passport is signed by the head of the department, the date and number of the act of registration of the receipt of the appeal are indicated.
How to apply
A written request for a new passport due to reaching the age of 45 can be submitted:
- To the territorial subdivision for migration issues;
- At the MFC;
- Through the online portal of the State Service.
The General Directorate for Migration is the only body authorized to issue such documents. In this case, the MFC and State Services act as intermediaries in the procedure. Applying online requires a personal visit to the migration services to obtain a ready-made form. If the application is submitted to the passport office at the place of registration, the updated civil passport will be reissued already after 10 days.
Legislative norms state: the achievement of the age of 45 by a Russian citizen obliges him to make a complete re-issuance of his passport. The implementation of the procedure is assigned 30 days, after which the old form becomes invalid.
