To be able to issue a passport through the State Services, you will need to become the owner of a verified account.

In any case, to complete the registration procedure, you will need:

  1. Passport data (to identify the identity of the user).
  2. SNILS indicated on the insurance certificate of compulsory pension insurance - with its help it will be possible to enter your personal account.
  3. Mobile phone number - to recover the password in cases where the user has forgotten it.
  4. Email address - to receive notifications.

So, full registration for a passport via the Internet consists of 3 stages. First of all, you need to go through a simplified registration:

  1. You need to enter the official website of the State Services. In the upper part of the window that opens, expand the drop-down list and select "For citizens", then click on the "Register" button on the right side of the screen.
  2. Fields for data entry will open - you will need to enter the last name, first name, contact mobile phone number and email address. Check the correctness of the information entered, there should be no typos. Click “Register”.
  3. An SMS should be sent to the specified mobile phone number, which will contain a confirmation code. It must be entered in the “Code” field. The time for entering the code is limited and is 5 minutes. Then click "Continue".
  4. Next, the service will ask you to come up with a password and enter it in both input fields. It is recommended that the password include uppercase and lowercase Latin letters and numbers. Click Finish.
  5. Simplified registration ends here, as evidenced by the appeared window.
  6. To apply for a passport, you will have to go further and get a standard account. This will require additional steps:
  1. You need to fill out the basic information about the applicant - you will never have to fill out the questionnaire again, but the entered data can be changed if necessary. In the fields of the "Basic information" window, you will need to indicate the last name, first name, patronymic (or check the box with the inscription "No middle name"), select the gender, enter the date and place of birth, report citizenship, indicate passport data, SNILS. At the end of the data entry, press the “Save” button.
  2. A new window will open and data verification will begin - the information will be sent to the Ministry of the Interior. The process can take 15 minutes, after its completion a message will be sent to your mobile phone notifying you of the results of the check. On the same page, you can specify the address of registration and residence address, as well as provide information about a driver's license, birth certificate and compulsory medical insurance policy.

Finally, all that remains is to verify your identity, and the last stage of registration will be completed:

  1. When the verification is completed, and the user becomes the owner of a standard account, you need to click on the "Confirm" button.
  2. In the window that opens, all possible ways to confirm the identity of the user of the State Services portal will be listed.
  3. You need to choose which way it will be most convenient for you to verify your identity (in any case, it's free):
  • If you decide to personally contact the service center - the Rostelecom office or the Russian Post office, you need to take your passport (or a foreign citizen's identity card) and an insurance certificate of compulsory pension insurance with you. To find the closest service center to you, first click on the “In person at a service center” icon, and then on the “Find a service center” button at the bottom of the page and a map will open.

  • Select a service center that is convenient for you to visit and click on it. The exact address and opening hours information will appear. Service takes place without queue, verification of documents will not take more than 5 minutes, after which the office employee will issue a letter with an activation code that you must enter on the website to complete registration.

  • To order a letter with an activation code, click on the "Registered mail by Russian Post" icon. Before making a final decision about choosing this method of identity verification, you can read the delivery terms by clicking on the link at the bottom of the page that opens. Here you also need to indicate the shipping address: country, town, street, house, building, structure, apartment number (if any) and zip code (you can find it using the electronic directory, which opens after clicking on the link “Do not remember the postal code?”) ...

  • The disadvantage of receiving a confirmation code by registered mail is the inability to open access to the taxpayer's personal account on the official website of the Federal Tax Service. After ordering a letter, you will first receive a notice of its presence at the post office - you need to pick up the letter in person, presenting your passport and this notice.
  • If the notification does not come, you can check the track number on the State Services website and track the path of the letter on the Russian Post website.

  • You will not have to wait long for the letter, about 14 days from the date of sending. If the letter has not arrived within a month, you can order it again.

  • When the letter is finally received, all that remains is to enter the activation code indicated in it in a special field on the main information page of the service user and click the "Check" button.

  • The third and easiest way to verify your identity is to use an electronic digital signature or a universal electronic card.
  • To select this method of account activation, click on the "Electronic signature or UEC" icon. The system will ask you to attach the electronic signature key carrier to the computer.

  • Attach the key carrier, click the “Finish” button.A window will appear with a message about the successful confirmation of identity and the opening of access to all available portal services.
  • When the entry is confirmed after entering the activation code or applying an electronic digital signature, you need to exit your personal account and re-enter under your account. A check mark of the verified account will appear on the page, and a message will be sent to the phone about the successful completion of the complete registration procedure.

What is the best passport to issue

Formation of an electronic application for obtaining a passport through State services

Contrary to popular belief, the procedure for obtaining a passport through the State Service website does not take much time and does not seem complicated. Our step-by-step instructions will help you understand how to submit an electronic application and save your time:

  1. First of all, you need to enter your personal account.
  2. Further, in the section of the opened catalog of services "Passports, registration, visas" you need to find the link "Foreign passport" and follow it.
  3. Then a window will open and you will be asked to choose between an old and a new passport.   12. If the photo does not meet the requirements, it will not be uploaded. If the image is displayed on the screen, it will need to be reduced / enlarged, moved, aligned along three lines if necessary. When everything is ready, click “Save”.
  13. In the seventh block of the application, you need to indicate in which time you are processing a passport, and also indicate the purpose of obtaining it. If you already have a foreign passport, which has not expired, mark the answer “yes” in the last paragraph.
  14. In the eighth block, you will need to fill out a form - to report all types of activities that have taken place over the past 10 years. When the electronic application is considered, an invitation will appear in the personal account in the notification tape to appear in person at the department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs, indicating the date and time. The body's specialists verify the data entered in the electronic application with the information from the original documents and, if a biometric passport is issued, take a photo using special equipment. If you do not appear at the department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs within six months from the date of receipt of the application, the application will be canceled and the paperwork will be terminated.

What documents will be needed

When creating an electronic appeal for obtaining a foreign passport, you will need to fill out an electronic application form, in which you will need to enter data from the following documents:

  • passport or identity card of a foreign citizen;
  • expired passport, if any;
  • military ID (for men aged 18 to 27 years old, living in Russia);
  • permission from the command (for servicemen of Russia and federal executive bodies, which provide for military service, except for conscripts);
  • work book or certificates of employment for the previous 10 years;
  • certificates of change of surname, first name and / or patronymic, if the applicant's personal data has ever changed.

Accordingly, the documents mentioned above must be with you in order to apply for a passport online.You will also need to be photographed in order to have a color or black and white photo in electronic format for uploading to the site.

In case of a personal appearance at the department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs, it will be necessary to present to the employee of the authorized body the originals of all documents, information from which was entered in the electronic application, as well as:

  • 2 photographs of the established sample for pasting into a questionnaire for obtaining a biometric passport or 4 photographs for issuing an old passport;

  • a certificate of Russian citizenship (for a child under 18 years old), if the corresponding stamp is not affixed to the birth certificate.

The list of documents that need to be taken with you to the department of the GUFM of the Ministry of Internal Affairs will come along with a notification of the date of admission to the personal account of the user of the State Services website. How long does it take to issue an old and new passport

Many users of the State Services portal believe that applying for a foreign passport in electronic form speeds up the procedure for its production and issuance. An old-style document is printed directly at the department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs using a special printer, then a page with personal data is laminated. And in order to make a biometric passport, an employee of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs submits an electronic request to the Goznak factory, where information about the citizen will be applied to a plastic page of a document with a microchip using the laser engraving method. The finished passport is sent through special channels of the courier service to the department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs, where the request came from and where the application is being considered.

The total time for preparing a foreign passport for issuance depends not only on the time of document production.

A citizen who has left an application is checked for:

  • the presence of another passport;
  • availability of access to state secrets;
  • the accuracy of the specified registration information;
  • the presence of debts, delinquencies, fines;
  • the presence of open enforcement proceedings in the case at the Federal Bailiff Service.

Due to the need to conduct a comprehensive check of the applicant, the terms for the production of passports of the old and new model are the same.

It is necessary to wait for the issuance of the finished document:

  • 1 month if the applicant applies for the place of residence;
  • 3 months, if the applicant has access to information of particular importance;
  • 4 months, if the documents are not submitted at the place of residence.

The processing time is calculated from the date of application submission. When submitting an electronic application through the State Services portal, it is considered the day of receipt of a written confirmation of the acceptance of documents by e-mail.

It happens that the deadlines are delayed due to the large number of applications before the vacation season, the lack of clean "books" for the old-style passport or the high load on the Goznak factory.

Obtaining a passport of a new model or an old model can be accelerated only if there are significant, in the opinion of the authorized bodies, grounds for this - we will talk about this further.

Is it possible to issue a passport urgently

It so happens that citizens have an urgent need to quickly make a foreign passport via the Internet and there is no time to wait for the due date. If the applicant has good reasons for obtaining a passport urgently, the employees of the Main Directorate of the Internal Affairs of the Ministry of Internal Affairs will meet him halfway.

There are only 2 reasons why a passport can be issued ahead of schedule:

  • the need for urgent treatment at a medical center abroad;
  • serious illness or death of a family member living abroad.

Documentary evidence of the existence of grounds for urgent travel abroad:

  • the official conclusion of the medical commission; it should indicate that delay can be fatal;
  • telegram with notification of the need to come in connection with the illness / death of a relative; it doesn't matter if he lived in a foreign country or was on a short-term visa.

Only an old-style foreign passport can be urgently issued - the applicant will receive it in 3 working days. The same procedure applies if it is required to replace an expired passport with a new one.

You can go the other way - contact intermediary firms that have their own methods to speed up the process of preparing documents. However, you will have to significantly overpay for such services.

Conclusion

Despite the fact that in order to submit an electronic application for issuing an old or new foreign passport through the State Services website, it is required to go through a rather lengthy registration procedure on the portal, it is convenient and profitable to use electronic services.

  • Firstly, re-registration is not required when you need to apply for another public service.
  • Secondly, for citizens who apply for a passport through the State Services, there is a separate queue for servicing and preparing documents.
