Residents of foreign countries, including Ukraine, have the right to issue and receive a TRP in Crimea. It provides an opportunity to stay on the peninsula for three years. Subject to legal acts, citizens of Ukraine in the future have the right to apply for a residence permit.

RVP is provided to a Ukrainian once. Not issued again. Therefore, after issuing a TRP, a foreigner must submit an application for a residence permit. Then he has the right to become a citizen of Russia.

If the permit is not legalized, the foreigner will be forced to leave the Russian state.

RVP is less often drawn up as a separate document. More often, the passport of a citizen of Ukraine is stamped with a size of 100x75 millimeters (according to Order No. 214 of the Federal Migration Service of the Russian Federation of April 22, 2013). It is affixed to government agencies in the presence of a foreigner. Information about the RVP is reported to the GUFM of the Ministry of Internal Affairs.

The acquisition of RVP is carried out in two ways:

  1. On a privilege (the so-called quota);
  2. Without her.

Each year, the Government of the Russian Federation determines the benefits for the purchase of RVP. They are scattered across the constituent entities of the federation in interconnection from:

  • Density of the living population;
  • Economic development;
  • Demographic conditions.

For 2021, the RVP was allocated more than 83 thousand quotas, of which for the Republic of Crimea - 1500. The quota is valid for one year. If the benefits are exhausted, the acceptance of applications is suspended until the next year.

For some categories of Ukrainians, the TRP is provided without quotas. These include:

  • Born in the RSFSR and the USSR;
  • Those who have expressed a desire to serve under a contract in the Russian Federation;
  • Spouses of Russian citizens;
  • Persons with a disabled Russian parent;
  • Migrants, whose children are citizens of the Russian Federation, but they need guardianship;
  • Investors;
  • Persons participating in the state program for the resettlement of compatriots;
  • Minor children undergoing the procedure with a parent or guardian.

The procedure for obtaining a temporary residence permit by a citizen of Ukraine

General order

To apply for a TRP benefit, a Ukrainian must present:

  • Request for a TRP. It is prepared in duplicate. It provides information about the applicant, his relatives, work experience and the reasons for the request. It can be issued manually or printed;

  • Color or black and white photo (4 pieces). Its size is 35x45 mm. The citizen's face must occupy more than 50 percent of the frame. The photo must not include hats, caps and glasses. It is desirable to print it on matte paper;

  • Identity document (passport). If possible, a foreign passport is also presented;
  • Migrant card. It is processed by the customs service. Contains information about a Ukrainian crossing the border of the Russian Federation;

  • Payment for payment of state fees. According to the Tax Code of the Russian Federation, this year it is equal to 1600 rubles... You can create a check on the official website of the GUFM of the Ministry of Internal Affairs;
  • Certificates of knowledge of the history, laws and language of the Russian Federation. The foreigner must pass a comprehensive examination. It is based on passing tests. By language, grammar, vocabulary, reading, speaking, listening, writing are checked. The test is passed if seventy percent of each block is correct. The history exam consists of twenty questions. They are given half an hour. The test is passed with the correct answer to ten questions. The test for legislation is taken in the same way as for history. You can take the exam at the Testing Center for Foreign Citizens;
  • The conclusion of the medical commission. The referral form is issued to the GUFM of the Ministry of Internal Affairs. Based on the results, a certificate of medical certification and the absence of infectious diseases is issued. Medical institutions for passing the commission are strictly regulated.

Prepared papers should be presented:

  • Directly at the GUFM of the Ministry of Internal Affairs;
  • Through the MFC;
  • Using an online application through your personal account on the State Services portal.

Documents must be collected in advance. It is advisable to serve them after the New Year holidays, because the benefits may be exhausted.

The application is considered for six months. After that, a positive or negative decision is made to issue a permit. The verdict is communicated by letter or by telephone.

Simplified order

Grounds for refusal and how to avoid them

Government officials have the right to refuse to provide a TRP at any stage of the procedure. For example, they may not accept the application and the papers attached to it, or give a negative answer after reviewing the accepted papers.

Grounds for refusal to obtain a permit or cancellation of an existing RVP:

  • Incorrect filling of the application;
  • Invalidity of the attached papers;
  • A citizen of Ukraine threatens the residents of the Russian Federation and security, plans a terrorist attack;
  • Previously, a person was expelled or deported from the Russian Federation;
  • A sentence has been passed against a Ukrainian citizen for committing a grave or especially grave crime;
  • The person has an unexpunged or outstanding conviction for similar crimes on the territory of the Russian Federation;
  • A foreigner twice in twelve months was brought to responsibility under the Code of Administrative Offenses of the Russian Federation for violation of the regime, labor;
  • The person has not worked for about or more than one hundred and eighty days from the date of receipt of the TRP (with the exception of disabled people, pensioners, full-time university students);
  • A citizen of Ukraine for three years has not acquired real estate in the Russian Federation;
  • The person has left for another state for the purpose of permanent residence or has been there for more than six months;
  • The foreigner suffers from drug addiction or an infectious disease.

What to do after receiving a temporary residence permit: including the specifics of employment

After receiving a TRP, a Ukrainian is obliged to do the following:

  1. Register. This is done within seven days of receiving permission. Real estate can be owned by a Ukrainian or rented;
  2. Confirm RVP annually. It is necessary to notify government agencies within sixty days from the date of receipt of the permit;
  3. A citizen of Ukraine who has lived in the Russian Federation for more than a year and does not violate the law can apply for a residence permit;
  4. Get a job and prove your income every twelve months.
