A person has the right to live in any country he likes. Most often, when changing the country of residence, citizenship also changes. At the same time, many states require the loss of former citizenship. Uzbekistan is no exception; by law, dual citizenship is prohibited for citizens of the republic.

Termination of citizenship of RU

A citizen of the Republic of Uzbekistan, if he wishes to settle in another state, must renounce his citizenship.

How citizenship is terminated

The procedure can be of two types:

  1. Loss - a process that a natural person cannot influence, does not initiate and is not able to stop;
  2. Refusal - initiated by an individual with the submission of an application and all required documents, payment of a fee.

The mechanism of loss is launched by the Ministry of Foreign Affairs and the Ministry of Internal Affairs. They find persons with dual citizenship, collect a dossier on them, send it to the Presidential Commission on Citizenship Issues. The president decides whether to deprive a person of citizenship or not.

Important! According to the Constitution, a person cannot be deprived of citizenship or the right to change it. Termination is voluntary.

But for any person who was not born in the country, the procedure for canceling the acquisition of citizenship can be applied. This happens when it was appropriated on the basis of falsified documents, false information, and so on.

The loss of citizenship can be carried out for several reasons:

  • The fact of the second citizenship was revealed;
  • A citizen entered the service of the administrative or power bodies of another state;
  • A citizen serves in the state security of another state;
  • A citizen resides in another state permanently, but has not completed consular registration, and this has not been declared within the period specified by law for three years;
  • He harmed his country or its people;
  • Citizenship was obtained with the provision of false information or forged documents - deprivation due to the cancellation procedure.

Double citizenship

In 2016, the authorities of the republic introduced into the Law on Citizenship a new basis for its loss - the acquisition of citizenship of a foreign state.

Persons who became citizens of Uzbekistan before the date of the introduction of the amendment to the law do not automatically lose their citizenship, but must voluntarily renounce it if they decide otherwise.

With a petition to leave the RU, you can apply to the OVViOG at the ATC, the department at the place of residence. To apply, you will need a larger list of papers than at the embassy.

Consulates in Russia require fewer documents, but the applicant must be discharged from Uzbekistan and registered in Russia. In addition, here, to submit documents, you will have to stand in line for several hours in front of the consular department.

The procedure for submitting to RU

You must go to the appointment with the following package of documents:

  • Completed application on the form (it is allowed to fill in by hand, but only with a ballpoint pen);
  • Application form (manual filling is also allowed);
  • Autobiography;
  • A copy of absolutely the entire Uzbek passport;
  • Copy of birth certificate;
  • Documents confirming residence in the RU;
  • Photos of 4 pieces in color, size 45x55 mm;
  • Proof of marital status for married people;
  • Photocopies of all passports of the RU of family members living in Uzbekistan and having a passport;
  • Photocopies of birth documents of children;
  • Spouse's statement of consent to withdraw;
  • Consent of two parents for the exit of children between the ages of 14 and 18.

A notarial confirmation of the applicant's signature is required, which must be located on the same page with the text of the application.

List for entering the Russian Federation

List of required documents:

  • Statement of intention to terminate citizenship on a voluntary basis, indicating the justification, addressed to the President of the Republic of Uzbekistan;
  • Completed personal questionnaire;
  • Free-form autobiography;
  • Four color photographs 45x55 mm;
  • Copies of the passport - all pages;
  • Copy of birth certificate;
  • A document that confirms the applicant's departure and permanent residence abroad (address sheet of departure);
  • For married - a copy of the marriage certificate;
  • If there is a spouse / spouse - their consent with notarization;
  • If the applicant has children, copies of their birth certificates.

When withdrawing minors from citizenship, an application is submitted by one of the parents along with a second copy of the child's birth certificate. In this case, the second parent must submit a notarial consent.

For children between the ages of 14 and 18, if they do not have a RU passport, an additional notarized consent of both parents will be required.

Important! It is necessary to provide two copies of each document or copy, including the application and the questionnaire. The application and the questionnaire are filled out on a computer.

All documents, if they are not in Russian, are translated without fail. The passport is translated and apostilled. The translation is done by professional accredited translators and certified by a notary.

How to apply

Documents for submission to the consulate are put in a plastic binder in the order specified in the "List of documents" section. Bring the second empty folder with you.

On the website of the embassy and the Ministry of Foreign Affairs it is written that the submission of documents is carried out only in person. This means that the transfer is not possible. Applications are not accepted by mail and are not considered, so it is not worth sending documents.

Nevertheless, you can submit them by power of attorney. It is necessary to notarize the power of attorney for the legal representative of the citizen, who will act in his interests.

Terms of consideration

This application has a long term of consideration - a decision on it can take up to two years. The procedure is usually completed within a year.The decree for each applicant is personally signed by the President.

Exit procedure cost

To start the withdrawal process, the applicant must pay a fee that equals US $ 100, plus fully actual costs (photocopies, notary, others).

Issuance of a certificate

For the period of consideration, a certificate is issued with which you can freely enter Uzbekistan with a passport of a Russian citizen.

For what reasons can they refuse deprivation

The authorities may not only refuse to leave, but even refuse to take the case into consideration. This will happen if the applicant:

  • Has unfulfilled obligations to the state;
  • Has responsibilities to the organization that must be fulfilled;
  • Has enforceable obligations to the citizens of Uzbekistan.

After the application has been accepted and considered, it may be refused.

  • If the applicant is charged under a criminal offense and is under investigation;
  • If a court sentence has been passed to him, subject to execution;
  • If the applicant's loss of citizenship may damage the state security of Uzbekistan.

According to the state statistics of Uzbekistan, from 2006 to 2017 he left the republic to live in other states. more than 474 thousand people. All of them must voluntarily renounce Uzbek citizenship in due time.
