The new program for the resettlement of compatriots to Russia was approved in 2019 and is designed for a three-year period. It is designed to use the potential of compatriots living outside the Russian Federation to strengthen certain regions of Russia. Compatriots mean not only people of Russian nationality, but also many other categories, including ethnic Kazakhs.

The essence of the state program

Citizens must resettle voluntarily - this is the main condition. To help them, various institutions and mechanisms have been created, including, among other things, a simplified acquisition of Russian citizenship and the payment of bonuses.

Anyone who decides to withdraw from his "home" place of residence and even change citizenship in order to contribute to the prosperity of Russia is entitled to a whole package of bonuses.

The first is compensation:

  • Funds spent on resettlement;
  • Payment for transportation and customs clearance of goods (personal and necessary things);
  • Payment of state fees.

Also, the migrant receives adaptation capital (lifting), which he needs for the first time.

By the way. In different regions of Russia, the amount of payment for lifting is different. The farther north and farther from the capital, the higher it is. The maximum reaches today 240000 Russian rubles to a migrant and 120,000 rubles each to every member of his family, except for minor children and pensioners.

The lifting payments are divided into two stages:

  1. At the first, the applicant receives 150,000 rubles, and members of his family - 70,000;
  2. In the second stage, after 18 months, the migrant is paid another 90,000, and the family - 50,000 for each adult, except for those eligible for a pension.

The second category is social assistance. It is carried out if the migrant was not able to find a job immediately upon arrival. This benefit will be calculated monthly for six months from the date of application. Its size is set in accordance with the average payments - from 10,000 to 20,000 rubles.

Also, for six months, those whose children do not go to kindergarten can receive social benefits. The same period will be compensated for by rental housing.

The program is relevant for the following categories of applicants:

  • Russian citizens living outside the Russian Federation;
  • Citizens of the USSR who now live in one of the former Soviet republics (the Kazakh SSR is also one of them);
  • Descendants of the citizens of the Soviet Union;
  • Emigrants from the USSR;
  • Direct relatives of Russian citizens.

If we take the geographically territory of the USSR, almost everyone who now lives on it has the right to participate in the program.

But according to the law, a number of mandatory requirements are imposed on applicants who meet the definition of "compatriots":

  • The applicant's age cannot be less than 18 years old;
  • He must be competent;
  • Able and ready to carry out labor activities;
  • Knows Russian, oral and written, up to the adaptation level;
  • Has no outstanding previous convictions;
  • Was not brought to administrative responsibility more than once a year;
  • Is not a member of a terrorist organization, drug trafficking, and so on;
  • Does not attempt to change the constitutional order of Russia;
  • He is not prohibited from entering the Russian Federation.

With the rights of a voluntary migrant, the situation is as follows. Even before accepting citizenship, he has the right to study and work, without needing to issue a permit.

Visitors also receive free medical care. They do not need to comply with quotas when applying for a residence permit.

Resettlement cities and regions

From Kazakhstan, like from any other former Soviet republic, one cannot move to any region of Russia. There is a list of regions for resettlement, from which a compatriot must choose the most suitable one.

Almost all regions of Russia, except for the capital and Leningrad regions, are participating in the resettlement program. But only nine of them are priority ones:

  • Buryatia;
  • Transbaikal region;
  • Kamchatka region;
  • Seaside;
  • Khabarovsk;
  • Amur region;
  • Irkutsk region;
  • Magadan region;
  • Sakhalin Region

Important! The priority region means that when relocating to its territory, the maximum lifting allowance will be paid, and possibly planned employment, that is, people will not have to look for work themselves.

Procedure

Before starting the procedure for resettlement from Kazakhstan to the Russian Federation under this state program, you must familiarize yourself with the official information, which is posted on the following resources:

Step 1 - choosing a location

It is necessary to select the region to which the resettlement will take place. The current list is published (and updated) here consular.rfembassy.ru

Advice. When choosing a specific city or village, you need to pay attention not only to the amount of bonuses and compensations, but also to the requirements that are presented to the applicant. This can be a certain amount of experience, a list of required professions, special education and other conditions.

Lifts will not be high in all areas. Sometimes they add up to barely 10,000 rubles. But if the resettled family received this money, it has no right to change its place of residence for three years. The choice of territory for life must be done carefully.

Step 2 - selection of the applicant

This is important as the applicant must meet all the necessary requirements. All other family members will be entered into his book automatically. But if the choice is wrong, then the whole family will be refused resettlement. Therefore, a candidate must be selected one hundred percent suitable for all conditions.

Step 3 - preparing documents

The list of documents required for filing an application consists of 15 items.

  • Statement;
  • Passport of the applicant and all family members who have this document;
  • Photocopies of all pages of all passports, translated into Russian and notarized;
  • Birth certificate and its translated copy of the family member who is under 16 years old (as the main document);
  • Residence permit in Kazakhstan with a notarized translation into Russian from persons who are not citizens of the Republic of Kazakhstan;

  • Birth certificates of all family members specified for participation in the program;
  • Documents on the change of surname, marital status, any changes in the personal data of all migrants - translation and certification is required for all;
  • Documents confirming marital status (except for those immigrants who have never been married);
  • Archival documents for the conclusion / dissolution of all marriages;
  • Confirmation from an educational institution for students and learners;
  • Documentary evidence of an academic title or degree;
  • Employment record book or a valid contract of the applicant and its copies with translation (notarized, not by the employer);
  • Registration certificate, which is valid for ten days;
  • Certificate of removal / absence of a criminal record, if someone from the family was prosecuted in the past;
  • Four matte photographs of the applicant in color or b / w 3.5x4.5 cm.

Absolutely all documents are translated and certified by a notary. Foreign documents are legalized.

Step 4 - obtaining an exit permit

In order not to violate the legislation of Kazakhstan, you need to obtain an official permit to leave the country for permanent residence in another state. It is taken from the migration police. The term of issue is 30 days.

Step 5 - submission

First, you need to determine which consular district the applicant belongs to at the place of residence. You can select the appropriate district and find its coordinates on the embassy website www.consular.rfembassy.ru. Then sign up for the submission of documents.

Important! When submitting, be sure to have all originals with you. The employee who accepts the application verifies the information and gives the originals back.

Each adult submits his own package of documents himself. First the applicant, then the others in turn.

Step 6 - obtaining a certificate

The accepted application and documents are forwarded to the Ministry of Labor. If the applicant meets all the requirements, the documents are transferred to the special services. After that, a decision is made to grant the status of a voluntary migrant with the issuance of a certificate.

Step 7 - moving and registration in Russia

This document has an expiration date of three years. It is not renewable. Those who are going to receive lifting allowances must move to the Russian Federation at least 18 months before its end. If it is not planned to obtain a lift, when moving to the Russian Federation, at least six months of the certificate must remain in order to complete all the necessary procedures for obtaining citizenship.

Step 8 - obtaining a residence permit

First, the migrants receive a temporary residence permit from the migration police. An application for a temporary residence permit is submitted in Kazakhstan, at the consulate of the Russian Federation (address: Astana, Auezov st., 2). The permit is issued without a quota.

The main document according to which the RVP is drawn up is the Migrant's Certificate.

Step 9 - obtaining citizenship

It is assumed that after six months, the arrived compatriot and his family will receive Russian citizenship. This usually happens.

The issue of obtaining citizenship, if it is resolved positively, takes no longer than four months. Sometimes the consideration of the application is delayed for six months, but this is the maximum period.

Resettlement costs

How much does resettlement to the Russian Federation from Kazakhstan cost? The costs are individual and depend on the size of the family, its needs, and the place of resettlement.

Important! The federal application fee is 6930 Russian rubles.

Do not forget that compensation is subject to:

  • Payment for travel by any public transport for all family members;
  • Federal duty;
  • Payment for transportation of a 5 ton container for a family of three;
  • Duty free transportation of one car.

The applicant receives compensation immediately upon arrival in Russia at a time.

Andrey, Ust-Kamenogorsk:We decided to participate in the program together with my wife. No kids. By the way, if the other half does not want to go, she must write a refusal to relocate, certified by a notary. The move cost a lot of nerves and money and took about six months in total. After 4.5 months we received Russian passports. We do not regret it yet.

Roman, Aktobe region:A family of four and I successfully passed the selection, received a green book and began to prepare for our departure. But it turned out that in order not to violate the legislation of Kazakhstan, it is necessary to properly leave the country. I had to notify the migration police that we were officially discharging and leaving Kazakhstan, going to Russia for permanent residence. The exit permits were waited for 30 days, which greatly delayed our departure.
