The Ministry of Digital Development, Communications and Mass Media of the Russian Federation (Ministry of Telecom and Mass Communications of the Russian Federation) received information that airlines will tighten measures to verify the actual address of residence of Russian citizens who return to the country from another state. This was shared in the Telegram channel of the Ministry of Telecom and Mass Communications. It was specially created for the Ministry to share information about the export of Russians.

Before picking up the boarding pass and boarding, Russians will have to present a document confirming their residential address. Such documents include the original or a photograph of a residence permit, a lease agreement, a medical policy, a certificate issued at the workplace, a copy of the residence permit of relatives and a document confirming kinship, as well as a receipt that the family accepts a person returning from another country for self-isolation ... The Ministry of Telecom and Mass Communications stated that this is due to the fact that upon arrival all citizens need to be isolated.

On March 27, due to the difficult situation in connection with the coronavirus in Russia, regular and charter flights with other states were suspended. But there is an exception - these are export flights. They were left, but restrictive measures were nevertheless established.

On March 31, a limit was introduced on the number of passengers who could arrive per day. Russians could return to Moscow from abroad only to Sheremetyevo airport. The limit was 500 people per day. The rest of the regions of Russia can receive a maximum of 200 people per day.

In the last days of April, the Russian Foreign Ministry reported information that about 225 thousand people had flown to Russia on airplanes. Before they were in 73 countries. Air transport with Russians who are stuck in other states due to the coronavirus pandemic have been arriving home since March 18.
