The GU VM of the Ministry of Internal Affairs is engaged in the issuance of civil passports, however, the initial registration of a document of this type for a 14-year-old child can also be carried out through the MFC.

Initial registration of a passport at the age of 14 through the MFC: procedure algorithm and issuance terms

What papers are required for the initial registration of a passport at the age of 14

Late obtaining a passport: penalties

Submission of papers for the initial production of an internal passport through the center "My Documents" should take place within 30 days from the date of the teenager's 14th birthday. In accordance with Article 19.5 of the Code of Administrative Offenses of the Russian Federation, the lack of an identity card for citizens is an administrative offense.

MFC employees may refuse an applicant to accept documents for a passport in cases where:

  • The package of papers is not presented in full;
  • There is no information about the payment of the state duty;
  • Personal photographs do not correspond to the format approved in the requirements;
  • The child's personal documents issued in another country have not been translated into Russian.

Migration legislation states: any other reasons cannot serve as a basis for refusing to fulfill the request for a civil passport. If an employee of the “My Documents” center still refuses to assist, the applicant has the right to file a complaint with the management of the MFC, as well as with the prosecutor's office.

The primary receipt of a passport by a teenage person at the age of 14 can be carried out through the MFC. Contacting the “My Documents” center somewhat simplifies the procedure for filling out the form: you can submit papers and receive a ready-made passport here at a time convenient for the applicant.

A teenager can issue an identity form on his own, without the presence of his parents. An application for the production of a document should be submitted within a month. after reaching the age of 14.
