According to Art. 7 FZ of 15.08.1996 No. 114-FZ "On the procedure for leaving the Russian Federation and entering the Russian Federation", a passport is the main document according to which citizens can leave the country and enter back; he also serves outside Russia to establish the identity of a citizen. Bodies of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs issue to Russian citizens two types of passports that are legally equivalent: the old model and the new (biometric) one. This is due to the fact that since 2009 a gradual transition to biopassports has begun in Russia. The advantages of an old passport continue to make it popular with Russians, especially those with multiple children in their family.

It should be added that a biometric passport allows you to reduce to a minimum the time for passing through passport control, while a paper passport assumes passing the border in a general manner. In addition, every year an increasing number of states require incoming foreigners to provide their biometric data.

Every citizen of the Russian Federation must pay a federal document processing fee. The amount of this fee is different. The state duty on a passport of a new type for 10 years should cover all the costs incurred by the state for the production of the document. The complication of the manufacturing procedure, the use of modern technologies and materials objectively led to an increase in costs. The last increase in the federal tax for the issuance of a new generation foreign passport occurred in 2021 (according to the law of the Russian Federation of July 21, 2021 No. 221-FZ). In accordance with Art. 333.28 chap. 25.3 of the Tax Code of the Russian Federation, the fee for the provision of this public service is 5,000 rubles. for citizens of the Russian Federation from the age of 14.

Speaking about how much it costs to issue a biometric passport in Russia now and how much it may cost in 2021, we note that the amount of the duty that is relevant in 2021 will remain unchanged until the adoption of the new federal law.

Since August 2021, the Ministry of Internal Affairs of the Russian Federation has regularly made proposals on the need to sharply increase the fee for issuing a biometric passport: by 1000 rubles. for minors and 2500 rubles. - for an adult citizen of the Russian Federation. The officials explain the need for the increase by the annual rise in the cost of services by 10%. The draft law has been submitted for discussion, but a decision has not yet been made. Since the bill deals only with new samples of documents, even if it is adopted this year, the cost of the state duty for an old-style international passport will remain the same from January 1, 2021.

The Tax Code of the Russian Federation (Clause 29, Clause 1 of Art. 333.35) allows former citizens of Ukraine not to pay the state duty for issuing a new passport of the Russian Federation, who:

  • acquired Russian citizenship in accordance with the constitutional law of the Russian Federation from 21.03. 2021 No. 6-FKZ (part 4);
  • for the first time they apply for a Russian passport in the territory of Crimea and the city of Sevastopol;
  • have a valid (at the time of contact) Ukrainian passport.

The state duty for a passport for 5 years - the old model - is 2000 rubles. for citizens of the Russian Federation from the age of 14. Registration of new and old passports through the State Service portal until January 1, 2021 will save 30% of the amount of the duty: that is, adult Russians will be able to pay 2,450 and 1,400 rubles for biometric and ordinary passports. respectively (the savings are 1,050 and 600 rubles). Citizens of the Russian Federation living in the Kaliningrad region, the state provides the opportunity to issue passports, both new and old, without having to pay a state fee.

We issue a passport for a child under 14 years old

A family trip abroad involves the issuance of passports not only for adult family members, but also for children: a personal passport for a child can be issued starting from the first day after his birth. Based on the required monetary costs, there are three possible solutions to the problem:

  1. Registration of a biometric passport. This option is the most expensive - issuing such a document for a child under 14 years old will cost 1,500 rubles. It should be borne in mind that fingerprinting is not carried out for children under 12 years old, that is, the biometric data in such a passport will be incomplete.
  2. Registration of an old-style passport. The price for a passport for a child under 14 years old in this case will be 1000 rubles. The advantage of such a document is that it is issued for 5 years. The child grows, from childhood to adolescence, and accordingly his appearance changes, which makes it difficult to identify with the photo in the passport. After 5 years, you can change your passport to a new one.
  3. The most budgetary option is to enter the child into an old-style passport of one of the parents. If the recording is made upon receipt of a new document, it is free of charge. If data about a child is entered into a ready-made document, then a state fee (500 rubles) must be paid, regardless of the number of children.

An urgent passport is required: the cost of the solution

The administrative regulations of the Ministry of Internal Affairs of the Russian Federation clearly prescribe the timing of the production of a passport:

  • 30 days - upon submission of documents at the place of registration;
  • 90 days - upon filing at the place of registration, if the applicant has access to the state secret (military, civil servant, scientist, etc.);
  • 120 days - when applying at the place of stay.

The time allotted for the consideration of the submitted documents and the production of a passport does not depend on its type - it does not matter whether it is old or new. The countdown starts from the date of application submission. Acceleration of the process is possible only with the registration of an old-style passport (there are no ready-made forms for biometric passports). The document will be ready within three days, subject to the provision of:

  • official confirmation of the need for urgent surgery or emergency treatment in a clinic abroad (when delay can lead to serious consequences);
  • a certificate or document confirming the death / serious illness of a close relative in another state.

The size of the state duty on such a passport remains the same: no additional money will be required for the urgency.

Every citizen of the Russian Federation has the right to decide for himself how to pay the duty for a passport.
