Renunciation of Moldovan citizenship is required to obtain a passport of the Russian Federation and get a job in government agencies or law enforcement agencies. In Moscow, applications of refusal are accepted by the Embassy of the Republic of Moldova in the Russian Federation. You can submit an application by sending it by registered mail or by personally contacting the embassy.

When renunciation of Moldovan citizenship is mandatory

Persons wishing to obtain a passport of a citizen of the Russian Federation must renounce the citizenship of their country. This is a general rule enshrined in Russian law (see Chapter II of the Federal Law “On Citizenship”). Without a certificate of refusal, employment in government agencies and law enforcement agencies is not allowed.

For some categories of persons, in order to obtain a Russian passport, it is not necessary to renounce Moldovan citizenship. These include:

  • Refugees;
  • Persons who are granted political asylum by the Russian Federation;
  • WWII veterans who were citizens of the USSR at the time of acquiring the status of a veteran and living on the territory of Russia at the time of application;
  • Children whose parents (or one of the parents) are residents of the Russian Federation;
  • Former citizens of the Russian Federation who received Moldovan passports.

Separately, it is not required to issue a renunciation of citizenship of minors if their parent had previously submitted an application on their own behalf and indicated in it information about the child (passport data or data of a birth certificate).

In addition, people who have special services to the Russian Federation, which provide for making a great contribution to the socio-economic life of Russia, can obtain a Russian passport without a certificate.

A simplified procedure for obtaining citizenship can be counted on:

  • Labor veterans;
  • Inventors;
  • Innovators;
  • Charities and educators.

Since the Russian Federation is the official successor of the USSR, all services to the Soviet Union are regarded as services to Russia.

Confirmation of special merits in this case may be:

  • Medals of the Hero of Socialist Labor, Hero of the Soviet Union;
  • Documents confirming outstanding achievements in cultural, educational, scientific, technical and other fields of activity (patents, certificates of intellectual property rights, etc.).

Required documents

The content of the package of documents depends on the marital status of the applicant. The expanded list looks like this:

  • Autobiography. The law does not establish clear criteria for compiling this document, however, typical samples can be found on thematic resources. Autobiography must be dated and signed by the submitter;
  • Certificate of family composition from the place of residence;
  • A document confirming the fact of filing an application for entry into the citizenship of the Russian Federation. This document is mandatory, since the legislation of Moldova prohibits satisfying an application for renouncing its citizenship if, after its satisfaction, the applicant becomes a stateless person;
  • The passport;
  • Birth certificate of the applicant and his children (if there are children and they agree to renounce Moldovan citizenship together with their parent);
  • Certificate of marriage or its dissolution (if the applicant is / was married);
  • Photos 4.5x3.5 cm.

When, in parallel with the applicant, his child refuses a Moldovan passport, a notarized consent of the child will be required. In the case when the refusal is made by one parent, and the second legal parent remains a citizen of Moldova, it is also necessary to have his consent, certified by a notary.

All documents are submitted in four copies.

Content of the statement

When submitting the required documents to the competent authorities, it is necessary to send a refusal statement with them. It is filled out in the name of the President and is a questionnaire, which indicates the intention of a person to renounce citizenship, as well as some personal data.

The questionnaire is provided in tabular form. The applicant is invited to honestly answer the questions posted in it. An example of the G5 questionnaire can be seen in the photo.

All documents are completed in Moldovan language. If a person does not speak the language, he should draw up a notarized translation in Russian or any other language available to him.

Where to serve

The document is submitted to the Embassy of the Republic of Moldova in the Russian Federation, located in Moscow, on Kuznetsky Most street, house 18.

Terms and procedure for consideration

Applications for renunciation of citizenship are considered by the President of Moldova. The total period for their consideration should not exceed one year. This duration is due to the fact that the statement and the accompanying documentation reach the president's desk through

Ministry of Information Development using data provided by the Ministry of Internal Affairs and the Information Service. There, the authenticity of all specified data is verified, after which the application is sent to the president.

Grounds for refusal to renounce citizenship

The President has the right to accept or refuse renunciation of citizenship. Grounds for refusal can be:

  • Lack of required documents;
  • The established fact of committing a crime on the territory of Moldova or the territory of another state and the presence of an unexpunged or unexpunged conviction for this crime;
  • The existence of grounds for refusal to enter the citizenship of the Russian Federation, provided for by the Federal Law “On Citizenship”;
  • Acquisition of Moldovan citizenship by fraudulent means or by providing false information;
  • The person entered service in the armed forces of another state;
  • The submitter has a tax debt to the Republic of Moldova;
  • The applicant did not leave his place of registration in Moldova.

If a person is refused unreasonably, it is possible to declare that it is impossible to renounce citizenship in the manner prescribed by Moldovan legislation. In support of this fact, it will be necessary to provide a copy of the President's statement and response. This allows a person to obtain a Russian passport without renouncing Moldovan citizenship.

In addition, the president's decision can be challenged by going to court. If the court establishes that there are no grounds for refusal, the corresponding decision will be reconsidered.

Refusal price

Renunciation of Moldovan citizenship is an expensive procedure. How much it will cost depends on the circumstances. For Moldovans living in Moscow, you will need to pay a consular fee in the amount of 330 euros. Payment is made in rubles at the rate set by the Central Bank of the Russian Federation. Payment confirmation is submitted along with other documents.

In addition, the price of the procedure varies depending on the number of required documents. For a parent whose spouse is a resident of Moldova, filing a cancellation will be more expensive, since he will need to notarize several documents. For those who do not speak Moldovan, additional costs will also be required for translation services and notarization of the translation.

Renunciation of citizenship is not a basis for depriving the possibility of renewing it in the future.So, if a person for one reason or another does not become a resident of the Russian Federation, then he can obtain a Moldovan passport under a simplified procedure.
