Why is a medical examination necessary for foreign citizens in obtaining a residence permit

The numerous rights and freedoms granted to a foreign citizen together with a residence permit imply the complete assimilation of that person by the local society. The state is obliged to protect its population from the threat of contracting infectious diseases and various forms of dangerous antisocial behavior.

To this end, every foreigner applying for a residence permit in a given country must undergo a thorough medical examination.

What the procedure includes

The standard medical examination for a residence permit includes the delivery of physiological fluids for analysis and examination by specialized specialists.

Required documents

To pass a medical examination for a residence permit, you need to obtain permission for this at the nearest department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia, where the applicant must provide three official papers:

  1. Russian-language translation of your passport certified by a notary;
  2. Migration card;
  3. Certificate of registration in this department.

The second and third documents can be replaced by notarized photocopies.

The procedure for passing a medical examination

Before going through a commission in a polyclinic, a citizen must be sure of the success of its completion. This implies the complete absence of infectious diseases and mental disorders in him.

First of all, you should get an appointment with a therapist. This specialist produces:

  • Registration of a visitor's appeal;
  • General inspection;
  • Medical card establishment;
  • Issuance of referrals for examination by all necessary doctors, indicating the number of the admission office and the time of appointment.

In the future, depending on the terms indicated in the direction prescribed by the therapist, all other doctors are visited.

When communicating with each of the specialists, the examinee must be as open as possible, without hiding anything or hesitating. This will reduce the confidential distance between the patient and the doctor and in rare controversial moments (for example, when the symptoms of acceptable and unacceptable diseases for obtaining a residence permit in the Russian Federation are similar) will push the specialist to make a positive verdict.

Examination of specialists includes the following activities:

  • Phthisiatrician based on viewing a fluorographic image, examination with a stethoscope and palpation, draws a conclusion about the presence or absence of any forms of tuberculosis and other pulmonary infectious diseases;
  • Dermatovenereologist examines the skin, hair (on the head, armpits and groin), nails (on the legs and arms) and genitals. Taking into account blood tests, the infection of the examined person with skin and venereal infections is determined;
  • Infectious disease specialist examines the gastrointestinal tract and respiratory organs in order to identify pathogens that inhabit the microflora of these areas;
  • Psychiatrist by means of the simplest tests for reaction and elementary questions of the everyday plan, finds out the adequacy and communication skills of the person undergoing examination;
  • Expert in narcology establishes whether the subject is taking (or has taken before) the subject of certain strong narcotic substances (nicotine and caffeine are not among them).

After passing all the doctors, the examinee must once again visit the therapist, who will register the end of the examination course and inform the patient about the approximate period for considering the results of the commission. At least one unsatisfactory item from the list of required hospital examinations will be a sufficient reason for refusing to issue the medical certificate required by the applicant.

The specific institution (name and address) is indicated in the examination permit issued by the department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs. If an immigrant does not speak Russian, then it will be useful for him to attract a familiar person who speaks fluent Russian. Not everyone will be able to use the services of a paid translator (minimum prices from 1 thousand rubles per hour of work).

Acceleration of the issuance of test results is possible for an additional payment (the terms are reduced by 2-3 times).

Due to the deteriorating economic situation and the total rise in prices in 2021 in Russia, prices for a medical examination and all other services can only change upward.

Waiting times and delivery of results

Within 10 days (standard average term) upon completion of the commission, its results can be summarized and transferred to the applicant, who must personally appear at the clinic where he was examined, and, presenting his passport and signing the receipt, take two documents from his therapist:

  1. Certificate of successful medical examination;
  2. HIV-free certificate.

The need for a hospital examination of every foreign citizen applying for a residence permit is justified by law (Order of the Ministry of Health No. 384N dated June 29, 2015) and common sense considerations.
