Do you need to change your passport at 25 according to the law?

In the legislation of Russia, there is a Decree of the Government of the Russian Federation of 08.07.1997 No. 828, which explains that every citizen, after execution 14 years is obliged to issue an individual passport. The same Resolution refers to the replacement of a document on a mandatory basis when its owner reaches 20 and 45 years old.
