All citizens of Russia are obliged to pay the state fee for the issuance and replacement of a passport, with the exception of certain categories (Article 333.35 of the Tax Code of the Russian Federation). The state duty for a passport is small, a receipt is provided about the fact of its payment.
The concept and purpose of state duty
This term is understood as a fee collected from individuals and legal entities for the provision of a service by a government agency that ensures interaction between the population and the state machine. The state duty for a passport as a payment is preliminary. Without it, the public service is not provided, respectively, and the payer does not submit a tax return on the fees paid. Types and sizes of state fees for changing a passport
An identity card is issued at the request of a citizen with the provision of a specific list of documents. A receipt is required to confirm payment of the state duty. For each basis of appeal, its own fee has been determined. In some cases, a fine is required.
Upon reaching 20 and 45 years old

A planned appeal to the GUVM at 20 and 45 years old presupposes the presence of an old passport, which must be handed over along with other papers. If you lose it instead of RUB 300 have to pay 1500 rbl (Clause 18 of Article 333.33 of the Tax Code of the Russian Federation).
When changing the surname
Changing personal data (last name, first name, patronymic, place and date of birth) is the basis for issuing a new document (clause 12 of the Passport Regulation). Usually, such a need arises for women upon marriage or for citizens who wish to take the surname of the other parent.

In case of damage to the document
The passport is the main identity document. Therefore, in case of its deliberate damage, loss and careless handling, a fine in the amount of 100-300 rubles under Art. 19.16 of the Administrative Code of the Russian Federation.
The fact of intent must be provable, otherwise the loss will be considered for reasons beyond the control of a person. Then a fine is not imposed, but they are offered to pay only a fee in the amount of 1500 rbl to restore the document.
When an error is found
Government Decree No. 828 obliges to change the passport if inaccurate or erroneous entries are found. However, a person is exempted from paying the duty if an inaccuracy and mistake was committed through the fault of the body or official that issued the document (Article 333.16 of the Tax Code of the Russian Federation). According to the Order of the Ministry of Internal Affairs No. 851, a citizen is issued a new passport.
When you become a citizen of the Russian Federation
In accordance with the order of the Ministry of Internal Affairs of the Russian Federation dated November 13, 2017 No. 851, no more than 10 days in the territory of the Russian Federation and 30 days outside of it are allotted for issuing an identity card in connection with obtaining citizenship. When stolen or lost

Through a single portal of state services
Registered portal users pay the fee with a 30% discount. The cost of the service is 210 rubles or 1050 rubles, according to the basis of the appeal. To receive a discount through the State Services, they submit an application for registration of a document and wait for the department to issue an invoice for payment of the fee. This usually takes several hours, but in some cases - up to 3 days. If the application was filed without errors, the department will accept it the first time, otherwise it will need to reapply.
From the moment of approval, the application changes its status, a button for payment of the state duty appears in its window.
To get a discount, fill out the registration address field and pay the fee:

If the button for paying the fee does not appear, contact the department. Through the State Services at a reduced price, you can order a biometric passport for 10 years and an old passport for 5 years.
Through a terminal or ATM
There is an opportunity to pay for public services on the spot, on the day of contact, through a payment terminal. The device is usually placed in multifunctional centers, which simplifies the process of filing documents. Exemption from payment of state duty
According to paragraph 3 of Art. 333.35 of the Tax Code of the Russian Federation, the following are exempt from payment of the fee:
- Orphans;
- Children deprived of parental care.
However, the exemption is provided only for the first issue. If the child spoils or loses the document, restoration will be possible only after full payment of the fee. To receive benefits, they provide a guardianship order.

What is the threat of non-payment of state duty for a passport
The state fee for issuing a passport is paid before submitting an application to the department, as stated in paragraph 49 of the Administrative Regulations of the Ministry of Internal Affairs. In case of non-payment, no sanctions are provided, but documents from the applicant will not be accepted either.
