In Russia, for internal use and travel abroad, different types of passports are provided: ordinary and foreign, which is sharply limited in functionality at home.

Is the international passport an identity document

The status of the document for confirming the authenticity of data and the identity of a citizen of the Russian Federation is defined in the Decree of the President of the Russian Federation No. 232 (of 1997). This is a passport for use in Russia.

The law also lists other papers that serve the same purpose domestically. Among them:

  • Birth certificate;
  • Temporary certificate - if the passport is lost or replaced with a new one;
  • Serviceman ID - for those who serve;
  • Military ID - for those who are transferred to the reserve.

Other documents have been named, but the passport is not among them.

This list was approved by Government Resolutions No. 828, 91 (of 2008), 628 (of 2008), Order of the Minister of Defense No. 495 (of 2014), Order of the Federal Migration Service No. 391 (of 2012).

An international passport certifies the citizenship and data of a person in a foreign country. This function is confirmed by the Decrees of the President of the Russian Federation No. 1752, 1222, 1709.

It also lists passport options that can be used for the same purpose:

  • Diplomatic (for employees of consulates and representations);
  • Service (it is issued by a civil servant, a military man during a long service abroad).

For migrants, a regular passport, which they brought with them, is suitable.

In the Decree of the President of the Russian Federation No. 1752 of 1996, the functionality of the document is clearly defined: a Russian citizen who is outside the country also shows his passport. Sometimes it can be replaced by a diplomatic, service option or a seafarer's certificate.

As the equivalent of a regular passport, a passport is not suitable. In isolated cases, the functionality of two documents may be needed - when traveling to areas of the country, in which the borders of neighboring states are crossed.

For example, heading to the Kaliningrad region by land transport, you will have to take both passports with you. When crossing the Lithuanian border, a foreign one is presented, but if a water or air route is used, it is not needed.

But it will be enough when buying tobacco and alcoholic beverages - there is a photo and an indication of age.

For transactions, issuing certificates in government agencies, obtaining medical services, a passport will not work.

What about foreign citizens

People from many former republics live and work in Russia, the methods of certification for them are determined by law No. 115 "On the legal status ...".

The authenticity of information about a foreigner will be confirmed by the following papers:

  • The passport of his home country, it must have an entry stamp (ФЗ 115, art. 10). The national passport certifies the identity of a foreigner who came from Tajikistan, Kyrgyzstan, Kazakhstan, Belarus. Russia has an agreement with them on visa-free visits;
  • RVP - with this stamp indicating the address, a foreigner can live in the Russian Federation;
  • Residence permit - a residence permit that gives the right to reside;
  • Another option, which is determined by an agreement between states, can be a migration patent.

RVP and residence permit are documentary indicators of the status of a foreign citizen, and at the same time they represent the stages of obtaining citizenship.

There is one more category of persons who are not citizens of Russia - without any citizenship. They are assigned a legal status, as evidenced by a document or a RVP stamp. Their stay in the Russian Federation is regulated by laws No. 115, 4528, as well as Government Decree No. 274 of 2001.

The data of a stateless person will confirm:

  • Certificate of granted asylum;
  • Residence permit;
  • RVP;
  • Refugee certificate or paper on the current process of assigning this status;
  • Other securities stipulated by agreements with Russian or international law.

The validity of a passport on the territory of Russia is limited. You cannot officially verify your identity, but you can present it to verify the correctness of the personal information provided.

With a passport you can:

  • Buy a train ticket;
  • Order an air ticket (only domestic flights);
  • Exchange currency;
  • Make a bank transfer without creating a new account;
  • Perform other similar actions.

It should be borne in mind that when boarding an airplane flight or train, if necessary, you will have to show your internal passport.

Important! The data in the two versions of the documents must match.

On the territory of Russia, you can do without a passport. But if you need to apply for a visa or go abroad, it will become necessary. Outside of the Russian Federation, a passport acquires the force of the only document that confirms an identity.

The functions of the two types of passports complement each other. At the same time, they are needed when applying for a visa and concluding an agreement with a travel agency. In other cases, either one or the other is valid, they are not interchangeable.
