Previously, parents could take their children abroad using their passport: it was required to paste a photo of the baby on a specially designed page. Since 19.01.2010, the legislative norms have changed.

Why do you need a passport for a child

By the decree of the Government of the Russian Federation, the presence of a passport is required from all traveling citizens, regardless of age. The exception is situations when one of the parents children under 14 years old recorded in the current international passport of the old generation. According to such a record, the child can leave only accompanied by the parent in whose document he is entered. Departure with no one else without a separate foreign certificate is impossible.

Who can get a passport for a child

The prepared document has the right to receive the person who ordered it. Until the age of 18, the child is limited in decision-making. Therefore, only the parent or guardian who submitted the application is authorized to receive it. The law "On Citizenship of the Russian Federation" N 62-ФЗ dated May 31, 2002 states that a parent provides data on the degree of relationship when filling out an application.

• A small amount of information on the chip regarding foreign counterparts;
• The need to replace the child due to the age of the photo discrepancy.

There is an opinion that a biometric passport has its advantages when obtaining visas to countries in Europe and the United States. With these arguments in mind, parents choose a new type of model. In fact, there are no advantages, and both types have the same strength.

The main advantage of the new sample is the duration of its action, equal to 10 years. For a child's passport, ten-year use is not very suitable. For such a long period, the appearance of a small child has changed beyond recognition. The document becomes unusable due to the significant difference between the photograph and the face, the procedure for obtaining it has to be repeated ahead of schedule.

To take photographs, you must come to the migration department, which is not always convenient with babies. Therefore, it is preferable for young children to draw up a classic old-style passport.

For adolescents, the described disadvantages are not so relevant, but there are other nuances. It is worth considering the ability of a minor to accurately handle a document, since the microchip with data is easily damaged. When in doubt, it is better to issue a classic sample.

It is cheaper to issue an old-type passport at the cost of photographs and state fees. Therefore, despite the five-year validity period, the classic document is preferable in the choice due to other advantages.

List of required documents

To obtain a classic sample up to 14 years old, you must:

• Original passport of the applicant's parent;
• Copies of both parents' passports;
• The act of the guardianship and guardianship authority;
• Child's birth certificate, original and copy;
• Citizenship insert, original and copy (insert is replaced by the seal of Russian citizenship on the back of the birth certificate);
• Photographs 35 x 45 mm - 2 pieces;
• A receipt confirming the payment of the state fee;
• Old children's passport (if any).

Minors from 14 to 18 years old in addition, you must provide the original and a copy of your own Russian passport. A photocopy is made from all completed pages.

For a certificate with a microchip, an application is submitted in a different form. The rest of the requirements for documents do not differ from the old model. The child is obliged to appear at the representative office of the migration service for photographing and undergoing fingerprinting.

After payment in your personal account, an invitation will appear on the website to the migration department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs. The applicant brings the entire list of documents to this department. The employee will check the data and inform you about the time of production of the passport. Registration through the MFC

The state duty is paid, an application is submitted with all the prepared documents. The MFC employee will give a receipt for acceptance and set the day of receipt.

The duration of the production of the old and the new type of foreign passport does not differ. The terms vary from the place of actual residence of the applicant and his registration:

• At the place of registration, the longest production period is 1 month;
• If an applicant registered in another locality submits documents at the place of actual residence, the maximum period is increased up to 4 months.

Usually the specified periods are followed. Children's passport when applying at the place of registration can be made faster, within 2-3 weeks.

The coincidence of the manufacturing period with a long New Year or May Day weekend may extend the period. Also, the waiting time may increase if errors are detected in the application.

In such a situation, a notification about the suspension of consideration will appear on the "Gosuslugi" portal. There you can also make a request for the reasons and duration of the suspension.

A foreign passport can be urgently obtained in the following situations:

• The prospective owner is seriously ill and needs urgent medical treatment abroad;
• A close relative died abroad

In such cases, the passport is made within 3 working days from the moment of sending the application. It is obligatory to have certificates confirming the indicated circumstances.

The size of the state duty

Since the end of summer 2018, the cost of the state duty for the production of a children's biometric passport has increasedfrom 1,500 to 2,500 rubles. The amount for the old sample has not changed and is 1000 rubles.

According to the comments of the Ministry of Internal Affairs, such a rise in price is due to the procedure for manufacturing a new type. Electronic components have proven to be expensive to maintain.

When entering the state duty through the "State Services", there is a 30% discount of the cost. You can get a classic copy for 700 rubles, biometric will cost 1750 rubles.
