Previously, the issuance and registration of passports for traveling abroad took place only in the place where the registration was issued, and without its presence, registration was impossible. But in 2010, after amendments were made to the Administrative Code, a foreign-made identity card became available to all residents of Russia without reference to the presence or absence of a residence permit.

The possibility of obtaining a passport without registration is determined in the order of the Ministry of Foreign Affairs of Russia dated March 29, 2016 (as amended on January 25, 2017). What documents are required

To start the process of issuing a passport without registration, the following list of documentation is required:

• A statement indicating the desired type of final document. There are two types of foreign passports: new and old;
• Internal passport confirming identity within the country;
• Photos of standard size 3.5 cm by 4.5 cm. The number of submitted photos depends on the desired type of document: 4 photos are required for an old-type passport, 2 photos are enough for a biometric one. Photos should be printed on matte paper in color or black and white;
• Men provide a military ID or a certificate issued by a military registration and enlistment office;
• A receipt confirming the payment of the duty to the state treasury.

When issuing a biometric ID card, it is necessary to make fingerprints of both hands in order for the finger pattern to be fixed.

Requirements for the presentation of a work book are illegal. She is not on the official list of required documents.

Minors can also apply for a passport without being tied to the place of their registration. To do this, you need to provide the following list of documents:

• Application - only parents are allowed to complete it. The child cannot independently complete the application. Children over 14 years of age certify the application with their personal signature;
• Birth certificate. For applicants who are over 14 years old - a document confirming their identity within the country;
• 2 photographs, dimensions 3.5 cm by 4.5 cm. Photos must be printed on paper with a matte base in color or black and white;
• Passport of the parent or the person for whom the guardianship is issued;
• A document that proves the relationship with the child. Such a document can be a birth certificate or a parent's internal passport, provided that it contains a note about the child;
• A receipt confirming the payment of the duty to the state treasury;
• International passport. When preparing a new document, the old passport must be returned with the rest of the documents. This item is relevant for those children who previously had a foreign passport.

The procedure for obtaining a passport

The procedure and procedure for issuing a foreign passport, both old and biometric, are regulated in detail in Law No. 114-FZ on Exit and Entry from the Russian Federation and in Administrative Regulations No. 320 and No. 211.

An application for registration can be submitted in three ways:

• 2000 rubles for adult residents of Russia;
• 1000 rubles for children whose age below 14 years old.

The passport is valid for 5 years. A new type of passport does not require replacement for 10 years, during its manufacture, the payment of the state duty increases to:

• 3500 rubles for adult residents of the country;
• 1500 rubles for persons whose age below 14 years old.

• People requiring emergency medical care abroad. The urgency of the case must be confirmed by appropriate documents;
• Citizens who travel abroad due to a serious illness or death of their next of kin. It is also necessary to confirm the current situation with documents.

Who and in what cases may be refused

Selected categories of citizens are legally denied registration. These include:

• People with a criminal record or citizens who are being investigated;
• Citizens serving in the military or drafted into service;
• People who, by the nature of their activities, are admitted to the secrets of state significance;
• Citizens who intentionally or accidentally provided incorrect personal data when filling out the questionnaire. In case of malicious concealment of especially important data, they can give a lifetime travel ban;
• People with outstanding loans, alimony debt, tax payments;
• Persons who have committed crimes of special gravity. Even if a citizen has served his sentence in places of deprivation of liberty, the ban is not lifted.

In case of refusal, an official form is issued, which indicates the reason and the timing. After the specified time has expired, you can re-apply for the production of an identity card. Also, a similar situation is resolved by filing a complaint with higher authorities.

You need to submit a written complaint to the Federal Migration Service or call the hotline with a request to find out the reasons for the refusal and how to resolve this problem.

A passport without registration and temporary registration can be obtained at each FMS department, without reference to the place of residence or work.
