An internal document of a Russian is valid for certain time periods, therefore, upon reaching 20 and 45 years old it is important not to forget to change your expired passport. Registration and issuance is carried out in accordance with administrative regulations and Order of the Ministry of Internal Affairs of the Russian Federation No. 605 of 1997.

Requirements for the internal passport of a citizen of the Russian Federation

The appearance and content of the document is approved by law. It contains the following information:

  • Full name;
  • Floor;
  • Date and place of birth;
  • Registration, marks of deregistration and registration in another place;
  • Conscription (for persons over 18);
  • Information about civil status (registration and divorce);
  • Children under 14;
  • List of previous passports;
  • Data on additional certificates used abroad (foreign, diplomatic, others).

Additional information - marks about the blood group, Rh factor and TIN are made at will.

Important! Allowed for entering information, marks are regulated by the "Regulations on the passport of the Russian Federation". Records not named in the law invalidate the document.

The identity card of an individual of the Russian Federation must be updated in a timely manner. Certificates are replaced at the age of:

  • 20 years;
  • 45 years.

The law provides Russians 30 days to submit replacement documents when they reach the specified thresholds.

A passport that was not changed in a timely manner, which does not correspond to the actual age, is considered invalid. A citizen presenting an expired ID that does not correspond to his age may receive administrative sanctions (if 30 days have already passed). The document issued at the age of 45 is no longer replaced.

Selected cases:

  • Citizens on urgent service have their passports replaced after going into the reserve upon arrival home;
  • After a change of civil status with a change of surname, there must also be a change;
  • You need to get a new document after changing your gender;
  • If your appearance has changed dramatically (for example, after plastic surgery);
  • If inaccuracies, typos and errors are found, it is replaced free of charge and urgently;
  • After theft or loss, a new certificate is issued - with the submission of an application describing all the circumstances.

Consequences of untimely replacement of the passport

Missing the replacement deadline is regarded as an administrative offense. A citizen convicted of this offense is subject to a fine of up to 1,500 rubles. The amount of the fine is determined by the authorized person.

In the future, a citizen can start collecting papers to replace a passport, while a mark on the payment of fines is put on the application.

For living on the territory of the Russian Federation without an identity card, an amount of up to 5,000 rubles is collected. The amount of the fine depends on the area where the offender lives.

Penalties and administrative punishment

If your passport is lost or stolen, you should immediately apply for a new one. At the same time, the citizen is imposed a fine of up to 300 rubles. The amount may be reduced, depending on the circumstances, or not charged at all.

Circumstances mitigating administrative responsibility

Not fined:

  • Pregnant;
  • Minors;
  • Those who violated the deadlines for objective reasons or for health reasons;
  • Citizens who voluntarily confess to committing a violation.

Aggravating circumstances

Under certain circumstances, the fine is increased:

  • If there are several suspicious persons;
  • If a citizen has already been caught with the same violation.

A citizen submits documents to the department of the migration service. List of documents required for replacement

To replace a passport, a citizen collects documents:

  • Application according to the sample approved in the law (the sample is issued to the MFC, the Main Directorate of the Ministry of Internal Affairs of the Russian Federation);

  • Photo of passport size 35 by 45;
  • Previous passport;
  • Check with paid state duty;
  • Military ID;

  • Certificates of civil status (if any);
  • Certificates of children born;
  • Extract from the family;
  • Extract from the house book;
  • Tax number (TIN);
  • Registration papers;
  • If the deadlines are missed, then certificates confirming the valid reason for the violation;
  • Foster children submit documents to their guardians;
  • If a gender reassignment has been made, a medical statement is required.

Terms and cost of manufacturing

Documents are accepted at the GUVM, MFC and on the website of the State Services. The terms are the same.

According to the regulations, papers for a new passport are submitted by citizens within 30 days from the date of birth... The employee who accepts the documents will specify the date of the office visit to obtain a certificate.

How many days will it take to manufacture:

  • 10 days - if the documents are submitted at the branch serving the address of permanent residence;
  • 2 months - the papers were submitted at the place of actual stay, which does not coincide with the registration.

Clarification! If the inspector who accepts the documents found it necessary to expand the list of documents and require additional certificates and papers, the production time may increase, but not more than by a month. For example, if a document is stolen, you will have to take a certificate from the police.

The stated terms are maximum, which means that the passport may be ready earlier.

Reference! If an employee does not accept documents without reason, you need to complain to the head of the department. You can also direct complaints to higher management or take legal action.

Although the law does not oblige a citizen to always carry a certificate with him, one should be careful about this document and not allow it to expire.
