An application for temporary registration is submitted in case of staying outside the place of registration for a period of more than three months. Most often, registration is issued when moving to another city. To draw up a document, you need to visit the department of the GUFM of the Ministry of Internal Affairs at your current place of residence.

Step-by-step instruction

For accounting at a new location, you will need up to three days from the moment of contact. The main required document is an application completed in accordance with the order of the Ministry of Internal Affairs No. 984 of December 2017. The maximum period for which registration is carried out is no more than 5 years.

Important! When submitting an application, payment of state fees or other fees are not required.

The application can be submitted by the citizen himself or by a legal representative. In the case when it is necessary to register a minor without a passport, the document is drawn up by the parents or guardians.

The lack of documents on temporary registration or their delay will lead to a fine of one and a half up to two thousand rubles. Often, a discrepancy is revealed when the migration service contacts a citizen's employer. The most serious problems arise when visiting Moscow and St. Petersburg - living in the capitals without temporary registration is prohibited and is punishable by a fine of up to five thousand rubles.

Where to get the form

For 2021, two standard forms have been approved:

Filling in the form No. 1ПР

Except for a couple of additional points, forms No. 1 and No. 1PR almost identical to each other. Therefore, as an example, the postal application will be considered as more difficult to fill out.

The document must include the following information:

  1. The territorial body of the GUVM, to which the application is submitted;
  2. Name of the applicant;
  3. The address of the original registration of the citizen;
  4. Information about representatives (guardians or parents for minors);
  5. Current address for which temporary registration is being made;
  6. An agreement for rent, lease or purchase of housing, which is the basis for the issuance of a residence permit;
  7. Number and series of the passport or any other document confirming the identity of the citizen;
  8. Applicant and temporary housing provider signatures;
  9. Number and series of passport or any other document confirming the identity of the lessor;
  10. Seal of the GUVM official certifying the document.

The last two columns are left to be filled in by the employees of the migration service. The number of the certificate and the decision made on the citizen's application are indicated here.

Where to submit the completed form

Depending on the type of form, the document is sent to the GUVM department or a special window in the post office. A blank form can be obtained at any of the sites.

In addition, you can register from home through the State Services portal. This requires:

  1. Register on the gosuslugi.ru portal. To register, you need to enter your personal data and confirm them at the nearest multifunctional center;
  2. Log in after registration and go to the page gosuslugi.ru/10050/2;
  3. Select the type of receipt "Electronic service";
  4. Fill out the form electronically. The required list of documents is completely identical to the paper form;
  5. Send data and wait for a message about the completion of the verification;
  6. Pick up a certificate of registration at the specified department of the Main Department of Internal Affairs.

The online option significantly saves time and simplifies the registration procedure. In this case, personal contacts with government agencies will be minimized.

If a citizen still does not have an account in the State Services, or he is afraid to make mistakes when filling out, you can register in any of the MFC directly.

Mandatory registration of temporary registration when moving to another city is a relatively new procedure for registering citizens. Receiving the documents will take about an hour, including filling out the form and re-visiting the Main Department of Internal Affairs for a certificate.

In case of delay or absence of a residence permit, the migration service will exert pressure through the employer and administrative fines, forcing the citizen to register.
