Inadequate storage of the passport can lead to its loss or damage. In this case, it should be replaced in a timely manner by contacting the migration service or the passport office. At the same time, a penalty for loss is legally and logically imposed on the person who has lost, the amount of which will grow with the time of the delay in the date of replacement.

Administrative fine for lost passport in 2021

For the loss of a passport, a fine is imposed on a citizen, albeit an insignificant amount. The amount is rather symbolic and is needed to remind of the importance of certification and to indicate proper storage in the future.

The specified "proper storage" is legally prescribed in the Administrative Code of the Russian Federation. An equivalent fine is imposed not only for the loss of an identity card, but also for its deliberate or accidental damage, implying careless storage. There is a possibility that the payment will be replaced with a verbal warning.

Within seventy days, which includes ten days for the issuance of a decision and the established sixty days, the lost person must apply to the Main Department of Internal Affairs and replace the document.

If you do not change it within the specified time frame, an administrative offense case is opened against the citizen. In this case, the amount will increase and will be cost 2000-3000 and 3000-5000 rubles for residents of regions and cities of federal significance, respectively.

Payout amount

The penalty for losing a passport, provided it is replaced on time, is small and for 2018 and 2019 was 100-300 rubles. However, for the restoration of loss, and not in connection with a change in appearance or reaching the proper age, the state duty increases. The cost of the duty both in case of loss and damage is 1500 rubles.

If a citizen, having lost the document, did not bother with the issue of changing in the two calendar months allotted to him, the amount of payment increases. For those living in the regions, it will grow up to 3000 rubles, for residents of Moscow - up to 5000 rubles.

Grounds for cancellation

There is a formulation “careless storage”. The responsible officer of the Main Department of Internal Affairs must prove the negligence of the person who lost or spoiled the document. In the absence of intent or unproven negligence, there is a chance of avoiding payment.

The grounds for cancellation are as follows:

  • Document theft. In case of her, you must immediately contact the police and get a certificate of theft. In this case, by submitting this certificate to the migration service, payments can be avoided by getting off with an oral warning;
  • If the responsible officer of the UVM does not detect intent or so-called “negligence” in the actions of the lost person or recognizes the reasons for the loss as important, the need for payment also disappears;
  • Payments can also be avoided by providing evidence of valid reasons, which include the death of a relative or illness. However, such reasons must be documented.

In this case, the lost person is given ten days, during which he can appeal the need for payment and provide the necessary evidence. Otherwise, the amount will have to be paid.

Terms and methods of payment

The total period within which the penalty must be paid in case of loss of a passport is 70 days. It includes 10 days to appeal the decision and 60 days for direct replacement and payment.

To pay, you need to find out the details for transferring the amount. These details are indicated in the issued resolution. You can deposit money through an ATM or terminal, while it should be borne in mind that some banks charge a separate commission for paying fines.

If there are valid reasons, the UVM employee may appoint an extension of the term. To do this, you will have to provide evidence of the impossibility of making a payment. Payment goes through within 3 days, which is also important to consider when paying.

Responsibility for non-payment

The amount must be paid within a strictly allotted time. In case of non-payment, an act on an administrative offense is drawn up, while it is possible to assign corrective labor or arrest for 15 days.

The amount that will have to be paid increases at least three times. Citizens living in the regions will have to pay up to 3000 rubles, residents of cities of federal significance, in particular Moscow - up to 5000.

Loss action

Actions depend on the circumstances. If the passport was stolen or lost, then first of all, you should contact the police and draw up a statement about theft or loss. In this case, the document becomes invalid - this is done to avoid abuse - and the citizen is handed a certificate confirming theft or loss.

Then, since the certificate has been lost or damaged, you need to contact the passport office to get a new one. The procedure is no different from that upon reaching the age of 20 and 45 years or in connection with a change in personal data.

This will require the following documents:

  • Copy of birth certificate. Some divisions of the GUVM may require the original;
  • Copies of marriage or divorce certificates, if any;
  • Copies of birth certificates of children under the age of 14 - again, if available and optional;
  • A copy or original of a military registration document, for example, a military ID. Provided when required;
  • Two standard format photographs, b / w or color, 35 × 45 mm, without hats or other items of clothing that hide the face. To obtain a temporary certificate, you must attach an additional photo.

Also, depending on the circumstances of the loss, you may need to provide:

  • Passport of a citizen of the Russian Federation - in case of damage and further unsuitability;
  • Theft registration coupon - in case of loss or theft.

How long it will take to recover depends on the location. When the package is submitted at the place of permanent registration, the time of issue will be up to 10 days from the moment of filing. If the application was made at the place of stay or temporary registration, the time increases up to 60 days. In this case, the countdown of the term is not replaced immediately after the receipt of the citizen's application by the department of the FMS.

The penalty for losing a passport is insignificant and is needed rather to remind you of the importance of keeping it. If there are good reasons, it can be delayed or avoided. However, it is better to fulfill the order within the prescribed time limit so as not to run into an administrative offense.
