The work book since 2015 is not among the mandatory documents required to obtain a passport. However, in some cases it may be required, since the employees of the Main Directorate of the Ministry of Internal Affairs of the Ministry of Internal Affairs do not have the opportunity to check the information on the work experience of the applicant.

Why sometimes you need to show a work book

Until 2015, migration issues in Russia, including the issuance of passports, were handled by the FMS of the Russian Federation. In the administrative regulations of the FMS, in the section "Required documents for obtaining a passport", there was a work book (TC). This was due to the fact that some categories of citizens are prohibited from traveling abroad and issuing the necessary passport for this.

These citizens include carriers of state secrets, including information of special importance and top secret information, who work in secure enterprises and institutions.

The copy and the original of the work book confirmed that the applicant did not belong to the circle of persons who were restricted or prohibited from leaving the Russian Federation abroad.

Since 2015, migration issues have been transferred to the department of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation. The new Administrative Departmental Regulations defining the procedure for providing services for the issuance of passports to citizens of the Russian Federation, there are no words about the need to present a work book when submitting an application form. This does not mean that the applicants' employment experience is not verified - now such a duty is assigned directly to the department's employees, who independently make inquiries at the applicant's place of work.

According to clause 38.4 of the Administrative Regulations, the application form still contains clause 14, in which the applicant must fill in the data on his employment for the last 10 years.

In some cases, the copy and the original of the book are still in demand by the employees of the Main Department of Internal Affairs. With the help of this document, discrepancies in the information submitted by the applicant and available to the employees of the department are eliminated. Also, the provision of a book remains the responsibility of certain categories of Russian citizens.

To whom it is not necessary to present

Citizens whose labor activity is open, and information about it is available to employees of the department, is not required to provide a work book for a passport. These persons include officially employed citizens, since their work book is at the disposal of the employer.

This category of persons only fills in information about their work experience for the last 10 years in the application form, and if there is not enough space in it, in a separate appendix to the application form.

Who is obliged to provide the document

The obligation to provide a work book, or rather a copy of it, can be assigned to citizens whose employment is not available from the employees of the Main Directorate of Internal Affairs of the Ministry of Internal Affairs. These include persons:

  • Unemployed citizens, including pensioners.

Such citizens have the document in their hands, therefore, when filling out the questionnaire, they can not only provide a copy of it, but also have the right to use the TC to enter accurate information into the questionnaire.

Period 10 years - a long time, so if a citizen often changed places of work, it is difficult to remember the name of all organizations and institutions in which he was listed, as well as the timing of admission to work and dismissal. In this case, he will be rescued by a document in his hands or a copy of it, from where he can simply rewrite the necessary information when filling out an application.

Old passport

A paper passport, aka an old-style foreign passport, is issued for a 5-year period. Its advantage is the ability to enter information about the bearer's children, which makes it possible to do without obtaining a separate passport for a minor.

There are no special requirements for a work book when registering an old-style foreigner.

Biometric passport

A biometric passport contains fingerprint information about its carrier. This document is issued for a period of 10 years. When applying for it, there are also no additional requirements regarding the work book of the applicant.

What pages you might need

At the request of the staff of the Main Directorate of the Ministry of Internal Affairs, the applicant can present a copy of his document. She is valid 30 days from the date of issue. A copy can be obtained from the personnel department of the organization in which the citizen is listed.

All pages containing records, including the title page of the book, are subject to copying. When using a copy for personal purposes, for example, to accurately fill out information about the experience in the application form, you can get by with photocopies of pages for the last 10 years experience.

The procedure for filling out the application form and entering information about the length of service and work experience of the applicant may differ slightly depending on what kind of employment legal relationship he is currently in (does not work, is officially employed, works in a gray area of ​​the economy and is not officially employed).

In paragraph 14 of the application form, it is necessary to indicate complete information about the work experience of the applicant for the last 10 years:

  • Places of official employment (names of organizations);
  • Their legal addresses;
  • The term for admission to the state and dismissal from work;
  • Applicant's position.

If the work experience is less than 10 years, then in paragraph 14 of the questionnaire, the periods of study in higher, secondary specialized and secondary educational institutions are additionally indicated. If the training experience for the last 10 years is also absent, then the column indicates the address of residence of the citizen.

Employment breaks more than 1 month should also be displayed in the questionnaire. In this case, the applicant should write "Did not work", indicating the specific periods of unemployment. When you retire, you must also reflect this in the questionnaire.

Official employment

If the applicant has worked and continues to work officially, he fills out the questionnaire in a standard manner, indicating all the above information.

Work without writing in a book

Informal employment means that the document is in the hands of the applicant. In such a case, he can rewrite the available information, indicating that he is not currently employed.

If you lose your document

Loss of a document cannot prevent the issuance of a passport. In this case, the foreign applicant must fill in paragraph 14 of the statement, indicating from memory the place of work and the terms of employment. At the end of the column, you must indicate that the work book has been lost.

The document did not start

If the document was not started due to the applicant's lack of work experience, then the applicant's employment is indicated in the column over 10 years (lack of work, training in educational institutions). After filling in the column, it is required to indicate: "The work book was not issued."

Filing false information: what is the penalty

The provision of false information in the questionnaire may be recognized as the basis for the suspension or refusal to extradite the foreigner. In such a situation, the offender must correct the mistake if it was made unintentionally, after which the procedure will resume.

In the event of forgery or the provision of deliberately false information, the applicant faces administrative liability:

  • According to Art. 19.18 of the Administrative Code of the Russian Federation, for such an act an administrative fine is provided in the amount of from 100 to 300 rubles;
  • For officials, the amount of the sanction is slightly more - from 500 to 1000 rubles.

However, such a measure is rarely used - in most cases, the offender gets off with a simple refusal to issue a foreign passport.

Changes in the norms of domestic legislation and a significant simplification of the procedure for issuing a passport made a work book an optional document at the time of filling out an application form for a foreigner.

A work book for a passport is presented only by those applicants who do not have official employment, as well as in case of discrepancy between the data presented and the information available to the employees of the Main Directorate of the Ministry of Internal Affairs of the Ministry of Internal Affairs.
