For a resident of another state who arrives at the Russian border, the migration card is the first document. Without it, a foreigner has no right to legally live, work, or carry out any activity in Russia.

Migrant card - what is it and why is it needed

The full name of the document is a migration registration card. It is a small form (half an album sheet).

For foreign nationals who cross the border of the Russian Federation, several questions arise at once:

  • Where to get the form;
  • When to fill out;
  • Where to fill out;
  • What to write;
  • To whom to present;
  • What is the validity period;
  • How to renew.

Cards are issued at the border to all foreigners free of charge and without exception. The information that a foreigner indicates in the form is entered into the database, according to which his statuses and movements can be easily tracked.

On the basis of this card, further residence permits are issued.

Important! The presence of the card makes it possible to determine whether its owner crossed the border legally (if it is absent, an illegal crossing is likely). Therefore, filling out the form is mandatory, including for each child.

Where to get

The place of specific receipt depends on how exactly a citizen from another state gets to Russia, that is, how he crosses its borders. In the Russian Federation, entry can be carried out by all types of transport (even entrance on foot).

Where does the filling take place

The place where the card is filled does not matter. You can do this right in the cabin of an airplane, bus, train, or ship. Filling rules

The data is entered in compliance with the established rules:

  • If a foreign citizen does not know Russian, he can use the Latin alphabet;
  • It is necessary to write legibly, preferably in printed letters;
  • Corrections, negligence, indistinctness and blots are inadmissible;
  • The pen should only be dark blue, black, purple - this can be a ballpoint or ink, but not a pencil;
  • Nothing can be written in the "Service marks" sections;
  • Both parts - A and B - are filled out in strict accordance with the submitted document (passport).

Most often, foreigners make the following intentional or unintentional mistakes:

  • Make mistakes;
  • Make corrections;
  • Incorrectly indicate the period of residence;
  • Indicate the false purpose of the visit.

Even a correction or simple carelessness can result in an administrative fine. And deliberately false information, when disclosed, will unambiguously entail a refusal to issue permits, or the cancellation of those already issued. This applies to residence permits, work licenses and all others.

A very important point is the purpose of the visit. Be sure to indicate the true purpose. You should not try to write that the entry was made for tourism purposes if the foreigner is going to work in the Russian Federation or do business.

Important! There is no way to change the purpose of entry. To do this, you will have to leave the country, cross the border, re-enter, get a new card form and enter the corrected goal into it.

Term and options for renewal

The periods during which the migrant card is active are determined by the legislation of the Russian Federation, taking into account international agreements with other countries.

Those foreigners who do not need a visa to enter Russia receive a migration card that is valid for 90 days. That is how much a visa-free citizen can stay within the Russian borders without additional permits.

Important! An indispensable condition is to carry out migration registration before the expiration of seven working days from the date of arrival.

As for the maximum term of this document, it is 365 calendar days, that is, it is issued for a year. But for the card to be valid for a year, a foreigner must take the following mandatory steps:

  1. Carry out migration registration before the expiration of seven working days after arrival, thus, the validity of the card will be 90 days;
  2. Conclude a work contract, study contract or take a work permit within the first 90 days;
  3. Submit a package of documents for permanent residence or acquisition of citizenship 90 days in advance, if there are grounds.

By the way. It is impossible to extend the card for more than one year without leaving Russia. But the time of stay within the borders of the country can nevertheless be extended.

Although the migrant card will not be active for more than one year under any circumstances, for a legal stay in the Russian Federation after the expiration of its validity period, you can extend your temporary stay.

If the card ends its action, there are two options:

  1. Departure outside the borders of the Russian Federation with the subsequent return and receipt of a new card;
  2. Extension of stay that does not require departure.

Renewal methods without leaving

First, an application is submitted to the FMS. It specifies the grounds for renewal. The application is written by the receiving party (not a foreigner).

The grounds can be as follows:

  • Obtaining a working patent;
  • Extending the term of a working patent;
  • Receiving a RVP;
  • Medical report on referral for treatment, long pregnancy, etc .;
  • Start of studies (contract);
  • Start of registration of documents for citizenship.

An employer, medical, educational or other institution with an application and a collected package of documents is sent to the FMS. The service checks all documents. In the absence of violations of the law by a foreign citizen in the Russian Federation and other reasons for refusal, the service employees put a stamp on the extended temporary stay in the card.

Delay, restoration and duplicate

An expired and not renewed card in a timely manner threatens a foreigner with a fine. This is the main type of censure, according to Art. 18.8 of the Administrative Code of the Russian Federation in the first part. Sometimes the offender can be sent outside the Russian Federation.

The penalty for delay in different regions of the Russian Federation varies from 2000 to 7000 rubles (the highest amount is for the capital).

If the document is lost, you can restore it by writing a statement of loss. The application is written at the territorial police department (or at the nearest one after the discovery of the loss of the card). After submitting the application, the foreigner is issued a certificate.With this certificate, presenting a passport and a statement of the reasons for the need for a duplicate with justification, you need to contact the FMS on your territory.

By the way. Of course, a duplicate will be issued only if all the time frames for stay are met, the goals are indicated correctly, and the applicant has not committed any violations. If the document is expired, its duplicate will be refused.

The penalty for loss, as well as for delay, is provided from 2000 to 7000 rubles... Lost or unintentional damage must be reported no later than three days after it happens.

If the issue of a duplicate is refused, the next step will be the expulsion of the foreigner from the Russian Federation.

Migrant card upon departure

This document is no less important when leaving the Russian Federation. The exit part (B) with a service mark put in it at the entrance is stored for the entire period of stay, even if it is a year. When a person leaves the Russian Federation, the document is handed over to the control officer at the checkpoint.

If a foreign national leaves the country without a migrant card, he will be asked to fill out Part B in a blank form at the exit, making a corresponding note (that the card was not with him) in the service column. This will be taken into account during future visits and may be denied entry.

Authentication check

How do you know if a given document is genuine, and who may need such verification and why?

A check is carried out in the FMS database:

  • By phone call.To check the information by phone, you will need to call the service and provide the information that the employee will require (personal data on the passport, unique card number);
  • On the Internet online. The check is carried out on the official website of the Migration Office services.fms.gov.ru. You will need to enter a unique migrant card number, passport and personal data;
  • With personal contact. An identity document and the card itself with its number are required.

Migration card - a document of paramount importance, without which it is impossible to legally stay on the territory of Russia without being a citizen of the country.
