A child can travel abroad in two ways. The first is the issuance of a personal biometric passport, which fully complies with Russian and international legislation. The second is to enter the teenager into the parents' passport, which will give him the right to cross the border jointly.
Legislative provisions
According to 114-FZ, every citizen of the Russian Federation leaving the country must have a special identity card: a foreign / diplomatic / service passport or a seaman's certificate.
The ability to cross the border without a passport is regulated by order of the Ministry of Internal Affairs No. 310. According to him, any citizen of Russia has the right to enter information about the child in the document, subject to several conditions:
- The child's age does not exceed 14 years;
- He is a citizen of Russia;
- Father's or mother's international passport - old sample (without biometrics).
The entry itself does not guarantee the adolescent's right to leave the country, but only confirms the degree of kinship. However, in practice, the Russian border service has repeatedly stated and continues to declare that it is not going to demand individual documents from children that are entered in the parent's passport.
Important! Despite the fact that the entry in the passport is a sufficient basis for crossing the border under international treaties, some countries (USA, England, Australia) require separate documents. You should clarify this issue in advance, before traveling to the country.

How to make an entry about a child in a passport
An additional record is made by the Main Directorate of Internal Affairs of the Ministry of Internal Affairs (formerly the FMS). The addition of data can be carried out both with an existing document, and in the process of its registration.
Information about children is entered into a special column with duplication in Russian and English. For instance,Fedorov / Fedorov Maxim / Maxim M / M 02/17/2008.
In order to enter a child in a passport, you will need the following package of documents:
- A statement by the parent in whose document the entry is made. A sample application can be downloaded here;
- The passport of the father or mother (if the entry is made in an already existing document);
- General passport of the applicant;
- Receipt of payment of the duty;
- Birth certificate;
- Two photographs of a standard sample;
- Proof of Russian citizenship, if needed.

Initial registration can be done through the State Services website www.gosuslugi.ru. The portal makes it possible to enter documents for verification in advance in order to bring the originals to the GUVM at the appointed time and return the passport to a new mark.
Old and new documents
For several years now, the migration service has been issuing foreign passports with biometric data and an embedded chip. The peculiarity of such documents is that the column "Children" is absent in them, and it will not be possible to take almost the entire family abroad with the identity card of one of the parents.
An old-style passport, compared to a biometric one, has its pros and cons.

Despite the convenience of a separate biometric passport, for young children it will have to be changed literally every couple of years due to the difficulties with photo recognition. If a teenager is not traveling with relatives or family friends, registering a biometric document will become an overkill.
Important! Some countries issue visas not based on the number of people crossing the border, but on identity cards. In this case, it will be much easier to obtain a visa for an old-style certificate with five children than a visa for seven persons.
For those who are forced to leave the country for work all the time, there is a workaround. In December 2015, amendments to Law 114-FZ were adopted, allowing a citizen to have both old and new passports at the same time. This allows you to use the first document for travel with children, and the second for work tasks.
Is the presence of a child necessary
To write in an old-style document, the presence of a child is not required, it is enough to bring his photographs in 3.5x4.5 cm format.
This is due to the fact that photos for new documents are taken with a special technique for automatic image recognition. Therefore, when applying for biometric passports, a visit to the migration service of parents with their children is mandatory.

Cost and processing time
For 2021, the amount of the state duty for writing into an old-style passport is 500 rubles. If the children fit into the parent's ID at the time of registration, the service will be provided free of charge. The application procedure takes from a week to two. In exceptional circumstances, the time limit may be reduced to three days.
Important! The amount of the fee does not depend on the number of people registered, only the fact of entry into the passport is paid.
Refusal to make an entry occurs only with formal errors or incorrectly provided documents. In this case, when visiting the department of the GUVM, the responsible officer will report the necessary corrections.
Despite the planned obsolescence of ordinary passports and their systematic replacement with biometrics, old-style documents are still much more convenient for tourist trips of a large family abroad. Enrolling teenagers in their father and mother's ID cards will not only allow them to travel to most countries of the world, but also significantly save the family budget.
