Obtaining an electronic passport of the Russian Federation

As of September 19, 2013, the Russian Government published Order No. 1699-r (modified as of May 22, 2018). Its main goal was to issue Russians with an electronic card instead of an ordinary (paper) passport.

What is an electronic card

An electronic passport is a plastic card (width / length - 5.4 / 8.6 cm), containing basic information about the person who owns it.

All data is presented in three forms:

  1. Visually readable information on both sides of the card;
  2. Code string (on the back) for machine recognition;
  3. Soldered electronic microcircuit. Contains additional information entered at the request of the cardholder.

The following basic information is presented on the electronic map:

  1. FULL NAME;
  2. Date and place of birth;
  3. Floor;
  4. Photo (there are 3 copies on the card: regular color, two black and white smaller ones (laser engraving in a gray shade));
  5. Dates of receipt and expiration of the document;
  6. Registered place of residence (address);
  7. Card number;
  8. The name of the authority that issued the certificate (indicating the subdivision code);
  9. Images of the flag and coat of arms of the Russian Federation.

At the request of the recipient, the following can be additionally applied to the ID-card:

  • INN and SNILS;
  • Blood group number;
  • Personal signature.

It is also possible to add to the memory of the electronic circuit of the information card:

  • With a driver's license;
  • Medical policy;
  • Pension certificate;
  • Military ID;
  • Other personal documents.

Opportunities for an e-card holder:

  1. Electronic identification at any representative office;
  2. Registration via the Internet of the place of residence (present stay);
  3. Receiving any government services (including free medical care);
  4. Public transport fares;
  5. Utility bills;
  6. Voting at local and federal elections;
  7. Finding out the required information on the documents entered into the memory of the microcircuit;
  8. Conducting any banking operations (instead of credit (debit) cards).

Timeline for the introduction of innovations

Residents of certain regions of Russia began to receive the first electronic cards instead of ordinary passports from 01.01.2016.

The currently used paper passports of the Russian Federation will cease to be issued after 01/01/2025, and the issued ones will lose their legal validity on 01/01/2030. By the last date, the complete transfer of the country's population to electronic passports has been timed.

The specified terms for the implementation of the innovation may be further changed by decisions of the Government of the Russian Federation.

A personal refusal to use a standard electronic card is possible in accordance with Article 28 of the Constitution of the Russian Federation, adopted on 12.12.1993 (freedom to act in accordance with one's own religious beliefs). In this case, the person is provided with an alternative version of the document (a card without a soldered circuit) with significantly limited functionality. The cost of such a privilege is not stipulated by law.

Who will need to get an ID-card?

All citizens of the Russian Federation must have this electronic passport. over 14 years old.

Terms of receipt and replacement

In accordance with the specified Federal Law, an electronic passport of a citizen of the Russian Federation can be obtained on the basis of:

  1. A person has reached the age of 14 years;
  2. Acquisition of Russian citizenship;
  3. Loss of an existing electronic card.

When do you have to replace a document?

The replacement of an old electronic passport with a new one is carried out under the following circumstances:

  1. Document expired (10 years);
  2. The owner has changed any of their initials;
  3. Information has arisen that forced the owner to change the date and / or place of birth indicated on the card;
  4. There was a change in the gender and / or appearance (dramatically) of the owner;
  5. Excessive wear or damage to the ID-card, preventing its further use.

Production time

The authorized body that received an application for the issuance or replacement of an electronic card at the place of registration of the applicant, is obliged to make an ID-card within 10 days. If the application is filed by the applicant at the place of his valid stay, the period for processing the document is extended up to 60 days.

What documents will be needed for registration

To obtain a card, the following documentation is submitted to the local office of the Main Directorate for Migration of the Ministry of Internal Affairs or the multifunctional center:

  1. Application (indicating all data from the previous passport);
  2. Currently used passport (confiscated by an employee of the department without the possibility of returning);
  3. Personal photo on electronic media (JPEG format, resolution 600 dpi, size does not exceed 300 KB);
  4. SNILS;
  5. INN.

Additional documents are also submitted (if any):

  1. International passport;
  2. Marriage (divorce) certificate;
  3. Birth certificates of children (if the latter have not reached the age of 14);
  4. Military ID.

After accepting the application with all the documentation, a receipt is issued to the submitter for payment of the state duty. The latter is paid at a banking or post office or on the Internet on the sites "Sberbank-Online", "Gosuslugi". The finished electronic card is handed over to the applicant against a personal signature (a minor (incapacitated) person can send a parent (guardian) instead of himself).

Estimated cost of the service

The exact size of the state fee for ID card as of February 2019 not defined. The estimated range is 2500-3500 rubles.

Refusal to issue an electronic passport of the Russian Federation

The applicant for an electronic card will be refused if:

  1. Small age (less than 14 years old);
  2. Lack of the status of a citizen of the Russian Federation;
  3. Incomplete or inaccurate indication of personal data in the application;
  4. The absence of any of the required documents (see the list above) or a paid receipt for the payment of a state fee;
  5. Presentation of at least one document (from the required list), completed in a foreign language. The action is allowed if there is a separate Russian-language translation;
  6. Submission of photographs in a non-electronic form;
  7. Photo inconsistencies with existing requirements:
  • Dimensions - 3.5 / 4.5 cm;
  • Colored (24 bit) or black and white (8 bit) gamma;
  • Light monotonous background;
  • Full face (takes 70-80% of the picture, clearly visible, neutral expression);
  • From the chin to the line of the eyes - 1.2 cm;
  • Between the pupils - 0.7 cm;
  • From the top of the head to the top of the picture - 0.5 cm.

The implementation of the project for the introduction of electronic cards has begun and continues in the absence of the final regulation of the innovation. However, the existing requirements for applicants for ID-cards are quite specific and feasible.

The real results achieved (on the territory of Crimea in 2015) and the introduction of similar innovations in other states of Eurasia indicate that the project will be fully implemented.
